27-07-2018:CHQ News Status update
on AO to CAO promotion case in Hon’ble CAT Chandigarh: CS Haryana and CWC Member, AIBSNLEA Haryana Circle
met Sr. Advocate at Chandigarh as per the directions given by CHQ for
impleadment of AIBSNLEA and early favourable decision. After the discussions
with Sr. Advocate, he advised to wait for 3rd August hearing
in the Hon’ble Supreme Court Constitution Bench on the promotions of SC/ST
which may deliver the judgment in 10-15 days after the hearing. Further, he
mentioned that the contempt case filed by Shri Ramesh Kumar against the SDE
to DE promotions is also coming for hearing on 13.08.2018 and as per the
judgment of this case the same may be submitted to the Hon’ble CAT in AO to
CAO promotion case also on the day of hearing i.e. on 07.09.2018. He further
advised that impleadment at this stage may delay the court proceedings. In view of
this AIBSNLEA will prefer to see the outcome of Hon’ble Supreme Court hearing
on 03.08.2018 and contempt case hearing on 13.08.2018 |

24-07-2018:CHQ News Meeting with Dir (HR) BSNL Board: GS, President, met DIR (HR), BSNL Board and discussed
regarding (Later on Dir (HR) called GS & VP AIGETOA also who were waiting
for meeting for CPCs.) We extended our sincere gratitude and thanks to the Management
for issuing promotion orders of 12,000 executives within a months’ time which
has been appreciated by all the executives. And, AIBSNLEA wants continuance
of the process of promotions of the executives through CPCs before
implementation of the CPSU Cadre Hierarchy. Dir(HR) appreciated our
concern and mentioned that Management still wants to continue the promotions
through CPCs and equalization of promotion avenues in all the disciplines. We
explained that equalization in promotions in all the cadres should be ensured
as far as possible. We demanded that all the eligible JTOs should be promoted to SDE
(T) by filling-up of the vacant SDEs posts and through up-gradation up
to the year 2010. We also informed Dir (HR) that around 7000 vacant
posts are available in the SDE cadre. SDE to DE promotions should be issued to reduce stagnation in the cadre of SDE (T) by
promoting all the eligible SDEs promoted up to the year 2010. Regarding AO to CAO promotions, we requested to promote all the eligible AOs to the post of
CAO by up-gradation of posts. For promotions in Civil/Electrical/Arch/TF/PA/PS/CSS cadres, we requested to promote all the eligible executives. Dir(HR) mentioned that the CMD BSNL has already instructed
GM(Pers) to work out the number of posts for the consideration of
the promotions for all the eligible executives in various disciplines
up to the year 2010 before implementation of the CPSU Cadre Hierarchy. We
requested Dir (HR) that promotions may be considered from the last date of
CPC of the concerned discipline and the year of recruitment in JTO Cadre. Dir
(HR) assured to look into the matter and mentioned that the issue will be
discussed in the HR review meeting to be held under the Chairmanship of CMD,
BSNL on tomorrow and final decision will be taken.GM(Pers), GM(SR) and OSD to
DIR(HR) were also present in the Meeting. |

Ethics, Decency and Norms in Trade Unionism. Comrade, We have noted with grave concern the write up appearing in your
website abusing our GS AIBSNLEA Prahlad Rai. We can understand the your
frustration because of the non implementation of CPSU CH on 1stJuly
for which you have claimed your victory leaps and bounds in advance on one
hand and implementation of CPCs of various cadres promoting 12000 executives
as per demand of AIBSNLEA on the other. Although, AIBSNLEA is never against
CPSU CH but is logically demanding filling up of all vacant posts before
implementation of CPSU CH which management has accepted and is in process of
implementation. This is indigestible to you and every 2nd day
you are threatening for agitation which never taking place. When management
is working on war-footing for promoting executives, you are threatening
agitation. From this itself, one can understand your level of frustration. Now you are personally after Prahlad Rai GS AIBSNLEA. You have
unnecessary raised the issue of retirement date of Prahlad Rai being fully
aware of the constitutional provisions of AIBSNLEA. As at present four CHQ
office bearers are retired but all are holding their posts till the pendency
of present body as per the Constitution of AIBSNLEA. BSNL management is aware
of it. But you have singled out only Prahlad Rai and raised objection on his
functioning as GS. If any violation of REA rules took place, BSNL management
is there to look after, is it ethical on your part to raise such issues with
the management just to settle your personal score. You have even threatened
to boycott the meetings which will be attended by Prahlad Rai as GS AIBSNLEA
because he is retired, forgetting the fact that you have accompanied a
retired person as your President in several meetings for one and half years
and still you are accompanying him as Chairman. You are even ready to
compromise with the unity of unions and associations if they support or speak
in favour of Prahlad Rai for the sake of satisfying your ego. Actually you are afraid of the wonderful performance of Prahlad
Rai and his team which stands in the way of your desire to establish your
one-upmanship image in BSNL. You are thinking that in the absence of Prahlad
Rai you can easily establish your desired image. But we are sorry comrade, he
will continue to lead AIBSNLEA for some more time and will be replaced by
another even more powerful Prahlad Rai in due course. You have totally
forgotten that in trade union individual is not important but the policy and
vision of the organisation is. If you don't change your attitude, your
organisation is also going to suffer. Come to the senses comrade. Good Bye. |

13-07-2018: CHQ News Meeting with GM (Pers.), BSNL Corporate
Office: GM (Pers.)
called AIBSNLEA for a meeting to discus regarding the promotions of
executives. GS, President, AGS (HQ) and AGS (DR) attended the meeting. Jt. GM
(Pers) was also present in the meeting. We extended
our sincere gratitude and thanks to the Management for issuing promotion
orders of 12,000 executives within a months time which has been appreciated
by all the executives. And, AIBSNLEA wants continuance of the process of
promotions of the executives through CPCs before implementation of the CPSU
Cadre Hierarchy. GM (Pers) appreciated our concern and mentioned that
Management still wants to continue the promotions through CPCs but unanimity
in this respect should come from all the corners. He asked the opinion of
AIBSNLEA regarding equalization of promotion avenues in all the disciplines.
We explained that equalization in promotions in all the cadres should be
ensured as far as possible. We demanded
that all the eligible JTOs should be promoted to SDE (T) by filling-up of the
vacant SDEs posts and either through up-gradation or by diversion of LDCE
quota posts to SCF quota. SDE to DE
promotions should be issued to reduce stagnation in the cadre of SDE (T) by
promoting all the eligible SDEs. GM (Pers) mentioned that even to promote
Seniority List No. 8 SDEs about 3500 post up-gradation would be required
which will increase the strength of the DE to about 10500 wherein deployment
plan is to be prepared. We mentioned that after implementation of CPSU Cadre
Hierarchy DE strength will be about 15000 in the year of 2022 and about 22000
in the year 2028. Thus promoting 10000 – 12000 should not be a problem
through CPCs. Regarding AO
to CAO promotions, we requested to promote all the eligible AOs to the post
of CAO by up-gradation of posts. GM (Pers) assured to discuss the matter with
Director (HR). For
promotions in Civil/Electrical/Arch/TF/PA/PS/CSS cadres, GM (Pers) mentioned that
regarding up-grading the posts of EE and equivalent cadres, proposal have
been received in Pers. Cell and after discussion with Director (HR) a
decision will be taken in this regard. Regarding DE to
DGM promotions GM (Pers) mentioned that an MA has been filed in the Hon’ble
CAT Chandigarh on the basis of recent Hon’ble Court judgment and DOPT
instructions. After vacation of the stay, CPC proceedings will be expedited
to fill-up about 700 – 900 DGM posts. Finally, GM
(Pers) mentioned that AIBSNLEA concern on promotions will be apprised to the
competent authority for further directions. |

10-07-2018 Yesterday
CS , CVP and DS of CO and TVM met CGMT and discussed about the anomalies in
the last SDE-DE promotion & posting orders. We expressed our discontent
that only very few DEs are transferred from parent BA and it could also have been averted . For
example out of around 100 DEs promoted in TVM (CO+IMPCS+TVM BA+RTTC) only
three are transferred out is heartburn to them due to many reasons. CGMT
replied that his intention was to reduce disturbance of promoted officers to
minimum extent. While discussing cancellation/extension of the transfer order
for individuals, CGMT assured to consider the requests on merit. Probation
completion orders for erstwhile O-JTOs:
We requested to issue the probation completion orders of JTOs who have
completed their two years of service . CGMT directed DGM (HR) to issue the
orders without delay. Long
Pending PA-PS promotion orders : We requested to release the long pending PS
promotion orders . It has been pending from year 2016 onwards. So many
eligible PAs were retired without enjoying the eligible benefits. Had these
orders been released timely, those executives could have been retired as PS
instead of PA . CGMT shared the concern and directed DGM(HR) to release these
orders . |

10-07-2018 : CHQ News Status of
Court Case on AO to CAO Promotions: An urgent MA,
filed by BSNL at Hon Court for vacating the stay on AO to CAO promotions come
up for hearing yesterday on 09.07.2018 but posted to 07.09.2018. The AO to
CAO promotion is stayed due to SC/ST roster. The MA has been filed based on
the recent Hon SC interim order and the DoPT orders. It is learnt that Hon’ble
Judge in the matter of SDE to Promotion Case has asked BSNL to file the reply
on 12.07.2018 thereafter, both the cases i.e. SDE to DE Promotions and AO to
CAO Promotions can be heard simultaneously. 10-07-2018

are issued. Earlier Hon Court directed to give SDE to DE promotions by
applying catch up Rules. BSNL Management in its MA has clarified that in
accordance to the recent judgment declared by Hon'ble Supreme Court and
endorsed by DoPT the Catch Rule has no relevance which has to be considered
by Hon'ble Court also. It is learnt that Hon’ble Judge has asked BSNL to file
the reply on 12.07.2018 thereafter, both the cases i.e. SDE to DE Promotions
and AO to CAO Promotions can be heard simultaneously. |

and DS TVM met GM(A/HR) and submitted our grievance of anomalies in the recently issued SDE-DE promotion orders . After discussion
we requested to consider our genuine requests. GM shared our concern and
assured to look into the matter. Update
on Mutual Transfer of DR-JTOs: We requested
to forward all the Rule 8 mutual transfer request received with formalities
completed . It is learned that only 2 or 3 requests have been forwarded to
other end Circles. We met DGM(HR) and AGM(HR)
also to ensure that all other requests will be forwarded this week
itself. It was delayed due to preparatory works to issue hundreds of
promotion orders for JAO- AO , SDE-DE etc
. The
formality completed Rule-8 mutual transfer order will be issued shortly. Rotational
transfer of executives completed tenure in sensitive
posts at Circle Office : While
enquiring status of the request we have submitted on the subject , GM shared
that some of the orders are ready. Those will be released shortly . AIBSNLEA
has submitted the request with an intention only to improve the efficiency of Circle Office
further and not to shift any officer deliberately . HR issues
of PA-PS Cadre : We
requested to release the pending PA-PS promotion orders .GM assured to speed
up the process. Later we requested AGM(HR) to forward the detailed vacancy
information of PA-PS cadres to corporate office as it was requested . AGM
assured to forward the details without delay. |

05-07-2018 : CHQ News Holding of
CPCs to promote all eligible executives vis a vis CPSU CH - AIBSNLEA
efforts: AIBSNLEA is
continuing its efforts for holding of CPCs to get promoted all eligible
executives of various disciplines by up-gradation of posts. In continuation
to this 1200 CAO posts and 248 EE (Electrical) posts for up gradation, files
are pending for approval by the competent authority. We are pursuing the
matter vigorously. Similarly we are also trying to get promoted SDEs from the
List no. 8 as about 2800 DE through up-gradation, about 8000 JTOs are going
to be promoted against SDE’s vacant posts and up-graded posts and 200 EE
(civil) through up-gradation. In Arch, TF streams requisite numbers of posts
are to be up-graded to bring parity with other cadres. To examine
the SC/ST roaster implementation in CPSU cadre hierarchy, a committee has
been formed under the chairmanship of CGM (Legal), BSNL Corporate Office.
Thereafter only, the CPSU CH may come into existence. AIBSNLEA is
committed for promotions in all the cadres without discrimination
through CPCs before implementation of CPSU CH. |

02.07.2019 :CHQ News GS, President, AGS(HQ), AGS (Finance) and AGS (DR) met Dir (HR) and
extended sincere gratitude and thanks for issuing about 12000 Executives
promotion orders within one month by approving CPCs. We requested as
under a) CPC from AO to CAO: We requested to issue promotion
orders of the eligible AOs to the post of CAO before implementation of CPSU
Cadre hierarchy. Dir (HR) mentioned that GM(FP) has been directed to process
the CPC and file MA in the Hon'ble CAT Chandigarh for vacation of stay
orders. She assured an early action in this regard. b)CPC from JTO to SDE (T): WE requested to promote all the JTOs
who are eligible to be promoted as SDE based on existing RRs. Dir (HR)
mentioned that GM(Pers) has been directed to initiate the CPC to promote all
eligible JTOs against the vacant SDE posts or through upgradation. c) CPC from JTO (E ) to SDE(E ) and SDE(E ) to EE(E ): We requested Dir (HR) to
upgrade sufficient number of post in the grade of SDE (E ) and EE (E ) to
reduce the stagnation. Dir (HR) advised to discuss the matter with CGM(EW)
and put up the case for upgradation. Meeting with GM(FP): GS,
President AGS (Finance) AGS (DR) met GM (FP) and discussed regarding
promotion from AO to CAO and requested to promote all the eligible AOs to the
post of CAO by upgrading the posts. GM(FP) after detailed discussions mentioned
that in addition to the existing 575 vacant regular CAO posts 1200 posts will
be upgraded to CAO Cadre to promote majority of eligible JAOs. She also
mentioned that today draft of MA after vetting from Pers. Cell is being sent
to CGMT (Haryana ) Circle for filing MA in the Hon'ble CAT Chandigarh to get
the stay order vacated on the basis of the recent Hon'ble Supreme Court
Judgement and DOP&T endorsement on SC/ST roster. She assured that as soon
as the stay order is vacated AO to CAO promotion orders will be issued. |

on cadre strength balancing among BAs
we suggested to redeploy them only after assuming their promotion in working BA , if at all shifting is
needed . We also requested shifting may be done strictly based on long stay of
the executive in the working BA . CGMT and GM(A/HR) assured to consider our
suggestion. Some
anomalies are happened to our members while promoting are being taken up with
CGMT. |

fantabulous promotion festival you have arranged to BSNL executives through your
splendid tool AIBSNLEA while the so-called majority association stands deadly
against CPC and fought only for CCH by taking CAT Ernakulam and Chandigarh
routes in vain to their destination. Despite this historical
achievement, it is really
saddened to express the heartburn of one of the cross-section of our own very
senior comrades waiting for AO to CAO
from the very beginning well before thinking of this mass
promotions .. Sir, we don't know how to pacify them. We request your out and out leadership that Kindly takes
initiative to release their promotion orders immediately before CCH
implementation. Then only we can celebrate this achievement especially

:CHQ News AIBSNLEA
since beginning was trying to get filled up all the vacant Group-‘B’ and
Group-‘A’ (STS) equivalent posts and simultaneously persuaded for the
implementation of CPSU Cadre Hierarchy since Feb-2011. AIBSNLEA was demanding
CPSU Cadre Hierarchy implementation in the form of “Non Post Based time bound
functional promotions upto the level of SG-JAG level and post based
promotions after SAG level and above. Accordingly a Joint Committee headed by
the then PGM(FP) Sh. S.R. Kapoor was constituted wherein AIBSNLEA, SNEA &
AIGETOA were the participants but the Committee could not reach the unanimity
and Mr. S.R. Kapoor retired. Then Sh. N.K. Narang, the then PGM(SR) headed
the Committee but this Committee also failed to submitted the report.
Thereafter, our CMD BSNL Sh. Anupam Shrivastava ji intervene in the matter
and a new Committee headed by the then ED(NB) Sh. M.A. Khan was constituted
having the GM(Estt.), GM(EF), Jt. GM(Pers.) official side members and
Association side AIBSNLEA, SNEA and AIGETOA as the members.

28-06-2018 Today CS , CVP and DS met CGMT Dr.PT Mathew and
requested to post all executives belonging to all cadres who would be
promoted on CPC , on or before 30-06-2018,
to their working BA so that they can join to the promoted cadre on or before 30/06/2018 . That is well before the CCH
implementation from 1-7-2018 . We further appraised that most of the
promotion cadres are upgraded cadres so that posting the promoted officers to
the same BA will not be an issue .While discussing the matter of cadre
strength balancing among BAs we suggested to redeploy them only after
assuming their promotion in working BA
, if at all shifting is needed . The shifting may be done strictly based on
long stay of the executive in the working BA . CGMT assured to consider our
suggestion. We met GM(A/HR) Shri. Robin Poddar and appraised
about the meeting with CGMT . GM shared our views and assured to consider our
request after discussing with CGMT . DGM(HR) Shri.Mahesh was also there in

28-06-2018 CS requested to PGM(F) and other concerned at
circle office to arrange a senior advocate for BSNL while the OA against the promotion of JAO to AO at CAT
Ernakulam coming for hearing tomorrow
on 29-6-2018 . Later PGM(F) Shri.KK Vel informed that a very suitable senior
advocate is also engaged . We hope the hon’ble CAT would pass directions to issue promotion orders so that
tomorrow itself JAO-AO promotion orders can be issued by CO. CS discussed with PGM(F) about posting of officers who will be
promoted through CPC in accounts cadre and requested to post them in working
BA so that they can join on or before 30/06/2018 . PGM(F) shared our concern assured to consider our
suggestion. |

28-06-2018 : CHQ News CPC from SDE (T) to DE (T): Com. GS discussed with G.M. (Pers) and requested
for releasing the promotion order from SDE (T) to DE. GM (Pers)
mentioned that CPC work is in progress. The promotion orders may be

leave: BSNL Corporate Office today issued instructions to the field unit
citing that since AIBSNLEA has deferred its agitational programme, the
instructions issued vide letter of even number dated 26.06.2018 under para

JAO to AO Court Case in Hon’ble CAT Ernakulam: OA against the promotion of JAO to AO came up for hearing today.
Case posted for 29.06.2018 for filing reply. Court stated that how a
screening committee was formed within a day and how the report was submitted
by the committee. However no stay order issued. JAO to AO promotion CPC has been expedited and the minutes have
been submitted to the competent authority for approval. Promotion orders will
be issued after the outcome of the court case. 27-06-2018 : CHQ News Meeting with GM (Pers.), BSNL Corporate
Office: GS, President and AGS (DR) met GM (Pers) and
discussed regarding: CPC from JTO to SDE, SDE to DE and DE to
DGM: GM (Pers) mentioned that JTO to SDE (T) CPC is under
process but it will take two to three months time. SDE to DE CPC is in
progress wherein seniority List No. 6 & 7 are being covered along with
287 SDEs of SC/ST quota from the seniority List No. 8. Total 4700 SDEs are
being considered. About 3000 SDEs APARs have been accessed and promotion orders
will be siiued subject to availability of VCRs. Promotion
orders are expected today. Regarding DE to DGM
promotion, GM (Pers) mentioned that these promotions will be considered in
the month of July or August 2018. Regarding AO to CAO CPC it is
learnt that the stay order granted by Hon’ble CAT Chandiagrh has not been
vacated so far. In the other court case on Catch-up rule, BSNL is filing an
MA with in a day or two and there after on vacation of the stay orders, the
promotion orders from AO to CAO may be issued. Regarding other disciplines i.e. TF, Civil,
Electrical, Arch Engineering Wings the CPCs have been expedited and the
promotion orders will be issued by 30.06.2018. |

is really saddened to report that SNEA , the so called Majority Association ,
Publishing sentimental news against
AIBSNLEA to masquerade their false
face . AIBSNLEA DS of kottayam Branch has been called by some of his batch mates belongs to
SNEA informed about their move to
claim their promotion along with CPC covering JAOs up to 2013 and sought his
joing also as he is a lone member of AIBSNLEA in that batch .Though this batch of JAOs belonging to JAO batch 2012 , they have been trained in 2016. Being
informed that all his batch mates are moving together for their claim, he was
requested to join . Before signing DS was reassured that the case is for
considering their promotion alone . From SNEA site only he
could understand that his signature has been
used for the stay purpose also along with other Non-AIBSNLEA Members . By
understanding the trap move of another association Com.DS rushed today
morning to Ernakulam and withdrawn his signature on today morning itself. Dear Com…As you are all
aware of , AIBSNLEA is the only association fighting for the CPC before CCH .
Another association was hibernating from CPC and fighting for CCH . Now its
decided to conduct all pending CPC before CCH implementation as demanded by
AIBSNLEA for the benefits of all executives of BSNL for the smooth
implementation of CCH . To cover the natural back to back failure of another association on all their stands detrimental to BSNL executives mud sliding a gentle association is not

26-06-2018 Deferment of Demonstration program on 27.06.2018 during Lunch Hours. In view of the assurances given by the Director (HR) during its
meeting with AIBSNLEA, SNEA, AIGETOA and SEWA to conduct maximum CPCs before
notification of CPSU Cadre Hierarchy, it has been decided to defer the Lunch
Hour Demonstration at all Circle/SSA HQs and BSNL Corporate Office on
27.06.2018. Director (HR) has assured to withdraw / modify the SR Cell letter
baring grant of leave to AIBSNLEA Office Bearers for attending the CHQ Office
Bearers, Advisors, Consultants and Circle Secretaries meeting at New Delhi on

with Director (HR), BSNL Board: Director
(HR), BSNL Board in the presence of GM (Pers.), Jt. GM(Pers.) and OSD to Director
(HR) conducted a meeting with the representatives of AIBSNLEA, SNEA, AIGETOA
and SEWA and apprised the status of CPCs process of various disciplines as
under: Telecom
Factory wing: a. JTO (TF)
to SDE (TF) CPCs to be completed by 30.06.2018 for 53 SDE(TF) posts b. SDE (TF to
AGM (TF): 12 AGM(TF) post are being filled up by 30.06.2018. Civil wing: a. JTO (C) to
SDE(C): 85 SDE(C) posts are being filled up by 30.06.2018 b. SDE(C) to
EE(C): 155 posts of EE(C) are to be filled up but there is stay orders
from Hon’ble CAT Chandigarh for implementation of Catch-up Rule, wherein BSNL
is filling Writ Petitions in Hon’ble High Court within 2-3 days in accordance
with the recent Judgement of Hon’ble Supreme Court on SC/ST roster and
DOP&T guidelines. After filling the writ petition promotion order will be
issued subject to outcome of court case. Electrical
wing : a. JTO (E) to
SDE (E): 126 SDE (E) posts will be filled up by 30th June
2018. VCR have been called for. b. SDE (E) to
EE (E): 130 EE (E) posts will be filled up by 30.06.2018. Arch wing: a. JTO to SDE
(Arch): One vacant post will be filled up by 30.06.2018 b. SDE to EE
(Arch.): no vacay is there for SDE to EE(Arch.). Accounts
wing: a. JAO to AO: 2397 AO
posts are being filled up by up-gradation of 1400 JAO post to AO post by
30.06.2018 b. AO to
CAO: 335 regular vacancies, 284 CAO posts got vacated on DGM Adhoc
promotion, 336 MT quota posts to be utilized. Therefore, 955 CAO posts are to
be filled. GM (FP) told that efforts are being made to fill up these vacant
posts after getting clearance from Pers. Cell, filling the writ petition in
the Hon’ble high court Chandigarh against the stay order granted on Catch-up
Rule and filling MA in the Hon’ble CAT Chandigarh on the basis of recent
Supreme Court judgement and DOP&T instructions. GM (FP) assured an early
action in this regard. We further requested to promote all the eligible
AOs to CAOs by up-gradations. Telecom
Engineering Wing: a. JTO (T) to
SDE (T): We expressed our serious concerned against non-filling up
of the vacant SDE (T) posts by the eligible JTOs . JTO recruited in the year
1999 is still waiting for its first promotion after a gap of 19 years. This
is the most frustrating and de-motivating situation wherein other streams up
to 2013 recruited executive are getting promotions. To bring parity among the
cadres, it is required to promote all the JTOs recruited up to year 2013 and
having requisite eligible service. Director HR appreciated our concern and
directed GM (Pers) and Jt. GM (Pers) to examine and process the case for CPC
immediately. b. SDE (T) to
DE (T): Jt GM (Pers) informed that CPC has been processed to fill
up 4887 posts (1782 regular and 3105 through up-gradation ). He further
mentioned that there is no stalemate in the CPC and efforts are being made to
issue before 30th June, 2018. 25-06-2018 : CHQ News While
concluding, Director (HR) mentioned that being the HR head she has to take
care of all the cadres equally. She assured that efforts will be made to
expedite above CPCs at the earliest We extended

on DR-JAO Training at RTTC Trivandrum CS and DS TVM met PGM(F) and requested to
arrange willing guest faculty to RTTC Trivandrum for conducting DR-JAO Training at RTTC Trivandrum in July
2018 itself . We appraised PGMT that one Phase-III JAO training is also
scheduled at RTTC TVM already for July
, to conduct the DR training
along with Phase-III training existing
two faculties of AOs are insufficient for the overlapping period of the two
batches . PGMT assured to consider our request on the request from RTTC for
the same. Later CS discussed the case with Principal
RTTC Smt . Subhadra Devi Antharjanam. The details of the batch schedule is
expected within two three working days. |

News AIBNSLEA Central Office Bearers, Advisors,
Consultants and Circle Secretaries meeting at New Delhi on 28th and
29th June 2018. AIBSNLEA decided to
hold its Central Office Bearers, Advisors, Consultants and Circle Secretaries
meeting at New Delhi on 28th and 29th June
2018 to discuss the status for holding of all the CPCs in all the disciplines to fill-up all
vacant Group "B" and Group "A" level posts in
various disciplines before notification of CPSU Cadre Hierarchy. The
situation has warranted us to hold this emergent meeting of Central Office Bearers, Advisors, Consultants
and Circle Secretaries meeting at New Delhi on 28th and 29th June
2018 wherein the so called majority Association is detrimental to the
interests of executives. They are mis-leading the executives that the
CPCs may take two years or more time in completing the process whereas
Comrade GS has discussed in detail with Director (HR) regarding conduction of
CPCs and she has categorically mentioned that in the recent meeting of all
the cadre controlling officers, a road map has been decided to expedite all
the CPCs in a time bound manner for all disciplines i.e. Telecom / Finance /
Civil / Electrical / Architect / Telecom Factory wings before 15the July
2018. And, she has categorically told that before 30th June
2018 only 20% CPCs conduction is possible. And, after notification of CPSU
Cadre Hierarchy the CPC process has to be stopped. In
view of this situation, AIBSNLEA has decided to hold demonstrations on 27th June
2018 during Lunch Hours at all SSA/Circle HQs and BSNL Corporate Office
level. The necessary notices
for the aforesaid meeting and holding of demonstrations on 27th June
will be issued shortly. All the Central Office
Bearers, Advisors, Consultants and Circle Secretaries are requested to
immediately book their both way journey tickets to New Delhi immediately. 21-06-2018 : CHQ
News SDE to DE CPC status update: BSNL Corporate
Office has informed that after compilation of some of the SCRs it has
been observed that the date of joining of some of the executives are not in
consonance with their promotion orders. Therefore, it is directed to provide
date of joining of these executives as per their service book for considering
them for promotion to the grade of AGM/DE (T) on regular basis before
25.06.2018. It has also been clarified that
the Circles are to provide SCR in respect of all those executives who were

21-06-2018 : CHQ News AO to AO Court Case / CPC status update: Today, the matter related to the seniority issue for JAO to AO
promotions was came up for hearing in the Hon'ble CAT Bench Bangalore.
Hon'ble CAT after some hearings ordered that "without prejudice to any of the contentions of both the parties,
this interim order is vacated at the request of both the parties. Post on
25.07.2018." Thus vacation of the stay order has paved the way for conduction of
the CPC from JAO to AO. We are
thankful to the applicants who agreed to withdraw the case on our request. CMD BSNL has already approved the CPC proposal from JAO to AO to
fill-up about 2400 AO vacant posts by considering up to JAO-2013 Batch. The CPC
