18-06-2018 CS and DS TVM met GM(A/HR) and discussed pending HR issues Mutual Transfer of DR-JTOs : We requested to process all the requests without delay . GM
informed that the process is started on our request and already one request
to Bangalore is send. GM directed DGM(HR) to forward
all the requests completed formalities . We further requested to forward all
the 10 requests waiting for PVR to Jaipur without delay .
DGM(HR) assured to forward all
the requests for PVR Phase one Training of DR-JAOs : We requested to start the training at RTTC Trivandrum in July
itself . Further we informed that sufficient guest faculties of Accounts
Officers are available to take classes at RTTC . He

MA is being filed Hon’ble CAT Chandigarh on the
basis of recent Hon’ble SC judgment & DoPT guidelines issued on SC/ST roster implementation
after informing to Hon’ble CAT Chandigarh

(T) promotions under SCF quota – Status update AIBSNLEA’s
consistent efforts yielded results as the JTO to SDE (T) promotions orders
under SCF quota numbering around 3,200 wherein JTOs
recruited in the year 1999 may be covered are expected to be issued by
tomorrow after getting the approval from the competent authority. AIBSNLEA
tried to get filled up all vacant 10,000 posts of SDE (T) but the Management
took a decision to fill-up only 3,200 posts with respect to the LDCE
conducted for the year 2009-10 and 2010-11 and rest of the vacancies they
considered as under dispute and therefore left it. We will continue our
efforts to get filled-up all these vacant posts. 14-06-2018 : CHQ News AO to CAO Promotions: GS writes to Shri Anupam Shrivastava,

in TVM BA and
later joined as JAO (1999 batch ) TR in Tiruvalla. She has served as AO (works) in Palakkad BA
also . She is Survived by Husband Shri. Anilkumar (Retd State Govt) , two sons, Mr .Shankar and Mr . Sekhar are working in IT
sector. She has been under treatment . we express our sincere condolences to the

11-06-2018 : CHQ News Meeting with GM (Pers.), BSNL Corporate Office: GS and President met GM (Pers) and
discussed regarding CPCs from JTO/JAO to SDE /AO, SDE/AO to DE/CAO, DE to DGM
of equivalent cadres in all disciplines. We requested to expedite CPCs from
JTO/JAO to SDE /AO, SDE/AO to DE/CAO, DE to DGM of equivalent cadres in all
disciplines. GM (Pers.) mentioned that SDE to DE CPC (4300 posts) is in process and DE
to DGM CPC (900
posts) has
also been initiated in view of the recent Hon’ble
Supreme Court judgment on implementation of SC/ST roster. He further
mentioned that JTO to SDE (T) (3500 post under SCF quota for the
year 2009-10 and 2010-11) promotion issue is under
discussion and shortly a decision will be taken in view of the Hon’ble High Court Kerala judgment. The same principle
will be adapted for AO to CAO (1327 posts) promotion as being
done in DE to DGM promotions. Similarly, JAO to AO (2450 posts) CPC will also be expedited. |

08-06-2018 : CHQ News Meeting with GM (FP), BSNL Corporate Office, New Delhi: GS, President, AGS (F), OS (West) and CS (MH) met GM (Finance),
BSNL Corporate Office, New Delhi discussed regarding the CPCs to fill-up the
vacant posts of AOs and CAOs before notification of the Cadre Hierarchy to
avoid litigation. GM (FP) mentioned that the CPC from JAO to AO promotions
has been initiated for about 2000 AO posts wherein the JAOs recruited in 2013
will be covered. CHQ is pursuing with the applicants in CAT Bench Bangalore
to withdraw the case. Similarly, the CPC for the promotions from AO to CAO has to be
initiated after taking legal opinion from the Pers. Cell and CGM (Legal),
BSNL Corporate Office in view of the directions given by the Hon’ble CAT Chandigarh on considering the catch up rule
on promotions. She mentioned that about 1327 CAO posts will be filled up by
conducting the CPC. The APARs/VCRs of the eligible JAOs/AOs have been called
for from the circles. The APARs of 2015-16 and 2016-17 will be downloaded
from ERP but it has to be complete in all respect. GM (FP) requested all concerned including AIBSNLEA in completing
APARs at the earliest so that the CPCs can be conducted before notification
of CPSU Cadre Hierarchy in BSNL. Circle Secretaries are requested to get
completed the screening committee report in respect of promotions from JAO to
AO. 08-06-2018 : CHQ News Meeting with Director (HR), BSNL Board, New Delhi: GS, President, AGS (F), OS (West) and CS (MH) met Director (HR)
and discussed regarding: A CPC from JTO (T) to SDE (T) SCF quota: We requested Director (HR) for issuing promotion orders from JTO
(T) to SDE (T) under SCF quota in accordance with Hon’ble
High Court Kerala judgment delivered on 05.06.2018. Director (HR) directed
Pers. Cell to expedite CPC immediately. Also marked our letter dated
08.06.2018 to GM (Pers) for consideration. B Finalizing the CPCs calendar to fill-up the vacant Group “B”
and STS level vacant posts: We
requested to give necessary directions to all the
cadre controlling GMs/PGMs/CGMs for initiating the CPCs to fill-up the vacant
Group “B” and STS level vacant posts. Director (HR) directed her OSD to issue
necessary instructions to all cadre controlling authorities to prepare and
submit the CPCs calendar immediately. C Affairs of Maharashtra Circle wherein the executives are
being transfer on look after arrangements: We requested Director (HR) for her kind intervention and
issuing the necessary instructions to the Maharashtra Circle for not

05-06-2018 CS Com.Shaji , CFS Com. Biju Gopal , ACS Com. Pushparajan
and DS TVM Com.Rajan had an agenda meeting with CGMT Kerala Dr.
PT Mathew today . The meeting started at 2.30 PM and concluded around 4.15 PM . GM(A/HR) Shri.
Robin Poddar was present all along the meeting.
Later we again met GM (A/HR) and elaborated the cases entrusted to him by
CGMT. At the outset we extended sincere thanks to CGMT on
considering the demands of AIBSNLEA in releasing the request/long stay
transfer orders for SDE/JTOs respecting the existing norms
. Also we have extended gratitude on immediate consideration and
actions on our suggestions of service matters like switch off of D-TAX
Medical College Exchange TVM , was holding ON
unnecessarily . Due to the immediate action,
BSNL could save lacks of rupees in Electricity Bill. All the pending request transfers and shortfalls in the
recently released long stay transfer orders were discussed. CGMT assured to consider
almost all of our requests of individual cases. CGMT directed GM (A/HR) to
process the cases. AGM /AO/CAO (LA) in various BAs : We expressed concern on not releasing LA orders for some BAs
while the orders issued for other BAs. CGMT replied that CO is releasing LA
orders on the request from BAs . We highlighted the
case of BAs like TVM wherein 5 DE(LA) were
requested and 2 CAO posts are vacant .
CGMT assured to look into the matter without delay. Missing of the JTOs (Vacancy

Accounts/Finance offices unnecessarily to AGM/SDE level between PGM(F) and CGMT : We expressed our
strong displeasure on this newly introduced method that is delaying files to
completion and creates turbulence of the HR matters of finance vertical which was smooth till recently.
Moreover this practice is not there in any other circle .we requested to
discontinue the practice and switch back to the earlier system of PGM(F)-CGMT Chain. CGMT explained that it may be caused
for very few files only. Our request was well considered and we reciprocated
thanks. Posting of LDCE JTO to SDE
(VY2010-11) : We expressed
gratitude on posting all the JTOs as SDEs in parent BAs without much
disturbance . We requested to consider the SDE(R) posting of senior JTOs , who are either in
SDE (LA) cadre or in JTO cadre,
in the same BA on promotion which is expected shortly . After some
discussions CGMT shared our concern but remarked that every body cannot be posted in same BA due to shortage of SDE
vacancy or want of SDEs in other BAs . He added that those who are long stay
in one BA will be posted differently . However , we once again requested to consider our request
that seniors are also posted comfortably. Mutual Transfer of DR JTOs: We requested to consider the cases empathetically.
CGMT replied that it can be considered after all the verification process are completed. We requested to speed up the matter. GM(A/HR) is directed to pursue the matter . The meeting was very cordial
and fruitful |

and provisional promotions can be done on a 1:1 ratio equally from the senior
most promotees and senior most direct recruitees. * It seems some contrary observations and directions in the
judgment and the same can be detailed only on receipt of the certified copy
of the judgment AIBSNLEA has applied for the certified copy of the judgement and the same will be shared

High Court of Kerala: The case on JTO to SDE promotions was listed for hearing in Hon'ble High Court of Kerala today but could not be
taken-up due to paucity of time. Now the case is listed for tomorrow at 16.15

04-06-2018 AIBSNLEA CHQ busted
with facts and figures the Misleading information by AIGETOA against
AIBSNLEA posted on their website dated 30.05.2018 and asking why the so
called joint forum is continuously pressurizing BSNL Management for immediate
implementation of CPSU Cadre Hierarchy without holding of CPCs ? What action they have taken against the
package ( CPSU CH + DGM & MT Recruitment) ? AIGETOA in their website as updated on
30.05.2018 the GS AIBSNLEA falsely indicated AIGETOA name about the Allahabad
court case and un-necessarily bothered Director (HR) for the reasons best
known to him. This update on AIGETOA CHQ website is false and un-called for a
responsible Association without verifying the facts. The fact remains that AIBSNLEA
CHQ Office Bearers had meeting with Director (HR) in the presence of GM
(Pers.) and demanded to issue JTO to SDE (T) SCF quota promotions also since
these JTOs are waiting for their first promotion since 1995 JTO Recruitment
year. Director (HR) appreciated our concern and asked GM (Pers.) to explain the
bottle neck in the promotion of JTO to SDE (T) SCF quota, if any. GM (Pers) explained that the court case in the Hon’ble High Court, Kerala has been listed for
pronouncement of the judgment on 4th June 2018 and one more court
case stay order is pending in the Hon’ble High
Court Allahabad and in this regard yesterday GS AIGETOA has assured him
to get withdraw the court case by tomorrow itself. After hearing this reply
Director (HR) immediately spoke with CGMT Kerala Circle and directed him to
take all the efforts through BSNL’s advocate to get the judgment pronounced
on 4th June itself wherein CGMT Kerala Circle assured her to
get the judgment pronounced on 4th June 2018. Just after
this, Director (HR) immediately called the GS AIGETOA in her chamber and
advised him to ensure withdrawal of court case from Allahabad High Court by
tomorrow itself and GS AIGETOA assured for its compliance by tomorrow. During
these discussions, AIBSNLEA CHQ Office Bearers were present but they did not
interact in between and never implicate the name of AIGETOA in it. Both the
above actions of Director (HR) were based on the feedback given by the GM (Pers) only. Thus the allegation of GS AIGETOA against GS
AIBSNLEA is false and uncalled for. AIBSNLEA is working and safe guarding
the interests of entire BSNL executive’s community in true sense which can be
witnessed since its inception in the year 2004. AIBSNLEA need not to learn
the functioning from the friendly Association. With the untiring efforts of
AIBSNLEA only the BSNL Management decided to initiate CPCs to fill-up the
vacant Group “B” and Group “A” level posts (up to DGM level) and after this
decision, AIBSNLEA promptly persuaded to issue promotion orders wherever it
is immediately possible. About 2000 LDCE qualified JTOs were waiting for
their posting on promotions due to SC/ST Roster implementation court case and
SDE RR modifications. BSNL Management responded positive to our demand and
immediately issued modified SDE RRs. These two decisions paved the way to
issue promotion orders of LDCE passed JTOs to the post of SDE (T) and
accordingly, Management issued the promotion orders of 1987 SDEs of LDCE
quota. To continue the process, AIBSNLEA
emphasized BSNL Management to speed up CPCs work to fill-up all vacant SDE/AO
and DE/CAO equivalent posts before notification of CPSU Cadre Hierarchy.
Whereas, the fact remains that the so called joint forum is continuously
pressurizing BSNL Management for immediate implementation of CPSU Cadre Hierarchy
without holding of CPCs. The executives can analyse
the truth with the ongoing developments for the last three years where more
than 2000 LDCE qualified JTOs were waiting for their SDE promotion and the
4500 JTOs are waiting for the last 22 years for their first promotion to SDE
cadre under SCF quota. WHAT THESE MIGHTY ASSOCIATIONS WERE
DOING FOR THE LAST THREE YEARS? Now every body
is trying to take the credit for the promotions, CPSU Cadre Hierarchy etc when these are becoming reality. CPSU Cadre Hierarchy
was demanded by AIBSNLEA in the year 2011 where a committee headed by Shri S.R. Kapoor, the then PGM
(FP) was constituted thereafter again another committee headed by the then
PGM (SR) Shri N.K. Narang
was constituted but both the committees failed to submit the report.
Thereafter, a new committee headed by the then ED (NB) Shri
M.A, Khan was constituted wherein AIBSNLEA, SNEA and AIGETOA were the members
from Association side and after many marathon meetings the committee report
was submitted which was twisted by Pers Cell BSNL
Corporate Office in close coordination with the so called majority
Association after referendum and with the support of their associate
Association of Joint Forum. But, with the timely action taken by AIBSNLEA,
many important modifications / improvements were incorporated in the CPSU
Cadre Hierarchy. AIBSNLEA always demanded cut-off date from the last CPC or
from the year of recruitment and some more issues but BSNL Board approved it
with prospective date of implementation which AIBSNLEA protested and demanded
immediate holding of CPCs to fill up the vacant SDE/AO, DE/CAO and equivalent
posts before notification of CPSU Cadre Hierarchy to save the executives from
humiliation because after CPSU cadre Hierarchy implementation all the
existing RRs and posts of Group “B” and STS equivalent will be abolished
and under new promotion policy. Under this CPSU Cadre Hierarchy these
SDEs/ AOs equivalent executives are first to be promoted to the functional
post of Sr. SDE/ Sr. AO equivalent and thereafter to the post of DE/CAO. It
will further stagnate the existing SDEs and AOs who
are waiting for their DE/CAO promotion. Whether the so called joint forum
leaders are not aware of the facts that BSNL Management is intending to
notify MT Recruitment simultaneously with the implementation of CPSU Cadre
Hierarchy? If known, why they are hiding this fact from their members? Since
they claim that they were involved in the process of finalization of CPSU
Cadre Hierarchy and what is their stand now? AIBSNLEA has cleared its view to the
BSNL Management on all the occasions whether it is during discussions or in
writing to oppose MT Recruitment at STS level. Thus AIBSNLEA in true sense
trying to protect the interest of entire executive community in BSNL rather
than playing with the career prospects of executives in BSNL. Let the
executives be understand the game plan of the so
called Joint Forum Associations from the above facts. |

implementation . Respected Comrade, Once again the leader in you
have proved the mettle of you that all the pending CPCs are being completed by
corporate office in a war footing way before implementation of CPSU cadre
hierarchy to honor the eligible executives who were starving to get the
deserved long pending promotions. We bestow a big salute to you on standing
and fighting against the evil colluding forces who are trying to slaughter
all the deserved promotion avenues of eligible executives under the banner of
“ Majority Association” by implementing CPSU cadre
hierarchy in a hefty way without
having any foresight or bird’s eye view.
For example , If CPSU cadre hierarchy is implemented as one
association is demanding , an SDE(T)
who had been regularized in 2001 having 17 years of regular service in the
cadre of SDE(T) will be promoted to Sr.SDE
equivalent functional post for 3 more years to elevate to the grade of AGM . Thus the SDE(T) will get AGM post after 20 years along with
executives completing only 8 Years of service in SDE& Sr.SDE
grade. Since the corporate office is speedily moving in the direction as per
the demand of AIBSNLEA, the SDE(T) would be promoted
to AGM in 2018 itself before the CPSU cadre hierarchy implementation .
Similar is the case of all other cadres . Thus, CPSU
cadre hierarchy can be implemented in BSNL without any litigation only if all
pending CPCs are completed. Dear Comrade, I would like to
highlight some of the facts for your kind intervention and perusal for
conducting CPC for 2010 batch JAOs to
AO before CCH implementation is detailed

30-05-2018:CHQ News Meeting with Director (HR), BSNL Board, New Delhi: GS, President met Director (HR), BSNL Board and expressed serious
resentment against non holding of CPCs to fill up
the vacant Group-‘A' and Group-‘B' equivalent posts in BSNL and demanded that
before notification of CPSU Cadre Hierarchy all the existing executives in
JTO/JAO, SDE/AO and DE/CAO equivalent cadres should be promoted to the next
higher vacant posts under the existing RRs. Non holding of CPCs before
implementation of CPSU Cadre Hierarchy will cause serious frustration and
resentment among the existing executives who are waiting their due promotions
for the last many years. Director (HR), BSNL Board immediately called GM (Pers.) and discussed the matter in
detail. The cadre wise details are as under:- Promotion from JTO to SDE (T) SCF quota : We requested Director
(HR) to direct Pers. Cell to initiate CPCs by calling of APARs and VCs of the
eligible candidates to fill up the vacant Group-'B' posts in the cadre of SDE
(T). GM (Pers.) apprised that the court case in Hon'ble High Court Kerala has been posted for pronouncement
of Judgement on 1st or 4th June, 2018 and one
another stay order on promotion has been granted by Hon'ble
CAT Allahabad in a case filed by some DR JTOs. Director (HR) immediately spoke with CGMT Kerala Circle and
directed him to pursue in Hon'ble High Court for
early pronouncement of the Judgement and called GS,
AIGETOA and advised him to immediately withdraw the court case in the Hon'ble CAT Allahabad since she has already issued LDCE
quota promotion orders. She
categorically mentioned that in my family I can't see that some persons are
happy and some others are unhappy and demoralized. GS AIGETOA assured
Director (HR) that by tomorrow the court case in Hon'ble
CAT Allahabad will be withdrawn. She further directed GM (Pers.) to initiate
the process to promote about 4500 eligible JTOs to the post of SDE (T) with
existing RRs. GM (Pers.) assured to issue promotion orders shortly. Promotion from SDE (T) to DE (T): GM (Prs.) apprised that at present
there is a dispute among the SDEs(T) on seniority
list no. 6 & 7 which is to be shorted out. Director (HR) asked him that
how many DE vacancies are there and how many SDEs are eligible for
promotions. GM (Pers.) mentioned that about 3500 DEs vacancies are there and
additional 800 DEs posts are required to promote all the SDEs of seniority
list no. 6 & 7. Director (HR) immediately directed GM (Pers.) to submit a
proposal for the up-gradation of 800 SDEs posts to DEs posts on Matching Saving Concept and instructed him to initiate CPCs to
promote all SDEs of seniority list no. 6 & 7 to DE posts before
CPSU Cadre Hierarchy implementation. GM (Pers.) assured to process the case
of 800 posts up-gradation and to fill up 4300 DEs posts by conducting CPCs.
He promised to complete this exercise within one month. Promotion from DE (T) to DGM (Engg.): GM (Pers.) appraised that
about 700 clear DGM vacant posts are there and about 200 Additional GM
entrusted posts are there that can be utilized. Thus total 900 DGMs can be
promoted in view of the Hon'ble CAT Chandigarh
& DoP&T instructions available on catch up
rule. Director (HR) assured that the CPC will be initiated immediately to
fill up 900 DGM (Engg.) Promotion from JAO to AO: We apprised Director (HR) to fill up about 1300 AO vacant posts
by settling the JAO seniority dispute. She directed our CHQ President to
pursue with the court case applicants who has filed the case in Bangalore to
withdraw the case & settle the issue amicably as per DoP&T
instructions available. She assured that she will discuss the matter with GM
(FP) to initiate CPCs after her return from leave on 4th June, 2018. Promotion from AO to CAO: We requested Director (HR) to fill up about 1000 CAO posts on the
similar lines of DE to DGM promotions on catch up rule. Director (HR) assured
that the similar actions will be taken on catch up rule as being decided in
DE to DGM promotion. Promotion from CAO to DGM (Adhoc) : We
requested to fill up 40 DGM (F) vacant posts by granting relaxation of one
year services to the CAOs not having requisite service experience for the
promotion to grade of DGM. Director (HR) assured an early action in this
regard. Promotion from JTO (TF) to SDE (TF) and SDE (TF) to AGM
(TF): We requested to fill up all the vacant AGM (TF) and
SDE (TF) posts as per the proposal submitted by GM (TF) to Pers. Cell BSNL
Corporate Office for clearance. We apprised Director (HR) that the proposal
for the promotion from JTO (TF) to SDE (TF) for filling up of 44 SCF quota
Posts and the promotion from SDE (TF) to AGM (TF) for filling up of 5 vacant
posts has already been approved by the Competent Authority during Nov’ 2017
but till date CPC process has not been initiated. Director (HR) immediately
directed GM (Pers) to initiate the CPC for the
promotion from JTO (TF) to SDE (TF) for filling up of 44 SCF quota vacant
Posts and for the promotion from SDE (TF) to AGM (TF) for filling up of 5
vacant posts. GM (Pers.) assured an early action in this regard. Promotion from SDE (E) to EE (E): We expressed our
resentment against the BW Cell BSNL Corporate Office attitude wherein the EE
(E) CPCs are being conducted in violation of the BSNL MSRR. Director (HR)
assured to look into the matter. Promotion from JTO (E) to SDE (E) : We requested Director
(HR) to fill up the vacant SDE (E) posts through CPCs. Director (HR) directed
GM (Pers.) to discuss the matter with CGM (EW). In this manner after detailed discussions, GM (Pers.) assured to
conduct all CPCs within one month on war footing manner. We further requested
Director (HR) to ensure that all CPCs are conducted as mentioned above before
notification of CPSU Cadre Hierarchy. Director (HR) firmly told to ensure
conduction of CPCs in a given time frame. (b) Grant of agenda meeting to AIBSNLEA: We requested Director (HR) for granting a formal meeting to
AIBSNLEA. Director (HR) immediately decided to hold formal meeting with
AIBSNLEA on 28th June, 2018. (c) Implementation of Hon'ble
Supreme Court Judgement on TES Group-‘B' seniority: Director

29-05-2018:CHQ News CPSU Cadre Hierarchy
proposal approved by the BSNL Board - our concerns thereof GM (Pres.) of BSNL Corporate Office convinced the BSNL Management
and the Board of Directors in their meeting held on 28.05.2018 about the need
of CPSU Cadre Hierarchy and got approved it by replacing the existing EPP and
BSNL MS RRs. Also pleaded that on implementation of CPSU Cadre Hierarchy
no financial implication will be there rather BSNL will save additional one
increment benefit on post based promotions under EPP. BSNL Board has approved the CPSU Cadre Hierarchy for BSNL
Executives with the prospective date of its notification and further directed
to abolish the entire vacant Group “B” and STS level posts as on 1st July
2018. It is a great injustice towards the executives who were eligible to be
promoted to the next higher post on the functional basis as per the existing
RRs and against the available vacancies in Group “B” and Group “A” level
posts. All these executives are losing their past service which will
frustrate and demoralize these executives as no proper consideration has been
given for their past service. It is also said that in the CPSU Cadre
Hierarchy, there will be time bound post based promotions but contrary to
this, adhoc promotions have also been introduced at
the level of AGM in the case of non-availability of the posts which needs
SC/ST roster implementation. In order to overcome this unpleasant situation, we would like to
suggest that as per the existing RRs all the vacant posts of Group “B” and
Group “A” level should be filled up first since there is no stay order on
promotions from any court. Only some directions are there to re-fix the
seniority and on implementation of SC/ST roster. The TES Group “B” seniority
lists should immediately be finalized based upon the Hon’ble
Apex Court judgments otherwise the non-post based time bound promotions
to the higher post under CPSU Cadre Hierarchy will not be possible.
In the CPSU Cadre Hierarchy proposal approved by the BSNL
Board the following shortcomings will put executives in loss and will
invite litigations: 1. CPSU Cadre Hierarchy for BSNL Executives with the
prospective date of its notification will cause great injustice towards the
senior executives. 2. All vacant Group “B” and STS level posts as on 1st July
2018 are going to be abolished. RRs and sanctioned posts cannot be abolished
in an arbitrary and retrospective manner. It is a great injustice towards the
executives who were eligible to be promoted to the next higher post
on the functional basis as per the existing RRs and against
the available vacancies in Group “B” and Group “A” level posts. 3. The SC/ST Roster implementation on the pretext of
non-post based time bound functional promotion has been denied whereas the adhoc promotions at AGM level have been introduced which
can be against vacancies only, 4. The eligibility criterion i.e. the residency period for
STS level posts has been increased to 12 years from 5/7
years. Introduction of Sr. SDE /Sr. AO as functional promotion have
increased the stagnation to the SDE/AO and equivalent cadres. 5. Stringent bench marks have been introduced which will
cause huge droppings, 6. Non implementation of Hon’ble
Supreme Court judgments on TES Group “B” seniority before implementation of
CPSU Cadre Hierarchy will invite litigations. AIBSNLEA has requested CMD BSNL to kindly intervene
in the matter and direct the Pers. Cell for conducting the CPCs to fill-up
the entire vacant Group “B” and STS level posts immediately before
notification of the corrected CPSU Care Hierarchy on the prospective date to
avoid humiliation of executives and the scope of litigations. So called majority Association in their website posting on
29.05.2018 have made a false claim that the formal discussions have been
taken place with them only which is not correct. The fact remains that Pers, Cell of BSNL Corporate Office supplied the draft
proposal to AIBSNLEA on CPSU Cadre Hierarchy and had discussions more than
three times at the instances of CMD BSNL and Director (HR) wherein we
submitted our views / suggestions to the BSNL Management for consideration.
Some suggestions given by AIBSNLEA have been considered for example non-post
based time bound promotion up to the level of AGM instead of Sr. SDE, Jt. DGM
designation to the executives drawing E5 scale and numerical bench mark
consideration instead of subjective classifications etc. But, many
suggestions have not been considered since the so called majority Association

28-05-2018:CHQ News BSNL Board in its meeting held today afternoon at Hyderabad
approved CPSU Cadre Hierarchy on prospective dated i.e. date of notification
implementation. The CPSU Cadre Hierarchy implementation with prospective date
will not benefit the existing executives. In view of that before its
notification, AIBSNLEA will continue its efforts to get fill up all Group-‘B’
and STS/JAG equivalent vacant posts of all disciplines through CPCs. The other suggestions given by AIBSNLEA to consider time
bound functional promotion upto AGM Level, Jt. GM
designation to the STS level officers working in E-5 grade has been
considered and approved by BSNL Board. The other issues i.e. eligibility
conditions for promotion from SDE/AO to DE/CAO within 7 years instead of 12
years, benchmarks on numerical basis and SC/ST roster implementation have
been considered or not will be find out shortly. It is learnt that BSNL Board has
recommended to abolish all SDE/AO, DE/CAO equivalent
posts w.e.f. 01st July, 2018. Thus the all vacant
posts of Group-'B' and STS level are necessarily required to be filled up by
conducting CPCs before 1st July 2018 so that the existing majority executives
may get desired benefits of CPSU Cadre Hierarchy . BSNL Management has to take
immediate necessary steps to finalize that TES Group-'B' seniority as per the
Hon'ble SC judgments to fill up the vacant posts to
avoid further litigations. |

24-05-2018:CHQ News AUAB defers the call for walk-out
and conducting rallies on 28.05.2018, against Subsidiary Tower Company: Based on the notice issued today, by the All Unions and
Associations of BSNL, for organising walk-out and
rallies on 28-05-2018, the CMD BSNL invited the leaders of the AUAB for
talks. The talks started at 16:30 hrs. and lasted
for almost two hours. In the meeting, the CMD BSNL
informed the AUAB leaders that the item of Subsidiary Tower Company is not
there in the agenda for the BSNL Board meeting to be held at Hyderabad on
28-05-2018. He also made an appeal to withdraw the struggle. Thereafter, a
meeting of the AUAB was held. In view of the information given by the CMD
BSNL, the meeting unanimously decided to defer the call for organising walk-out and rallies on 28-05-2018.

19-05-2017 CS and DS TVM met PGM(F) and discussed all the pending HR
/Service issues of Accounts vertical Training of DR-JAO candidates : We appraised the present stage of training process for all
the 33 DR-JAO candidates selected for Kerala Circle. The list of candidates
to schedule training is already submitted to NATFM Hyderabad
. As and when the medical certificates of individual candidates are
received from Medical Board, Trivandrum , the
training schedule will be released . The Medical reports are expected in next
week. We requested PGM(F) to take
initiative to allot the training at
RTTC Trivandrum since almost all the candidates are from Kerala Circle. PGM-F
appreciated our concern and assured to take all efforts to allot the training
at RTTC Trivandrum. No Action on this association
letter No. AIBSNLEA/Kerala /2017-20/114 dated 15-02-2018 regarding Shortage of Accounts Officers for TRA activities at Thrissur due to Accounts Officers were deputed to CSC
functioning. We expressed our strong displeasure on delaying action on the
aforesaid letter submitted in February-2018. PGM-F assured to look into the
matter without any more delay. While discussing other matters ,
PGM-F assured that the pending transfer orders , LA orders of AO/CAO in CO,
IMPCS , TVM and other BAs will be implemented/issued just after the ongoing
auditing of accounts . Posting of Smt Valsala Kumari AO , joining Kerala Circle after tenure transfer to TN ,
is requested for Trivandrum. CS and DS TVM met PGM(F) met
GM(A/HR) , Kerala Circle Second list of
Request/long stay transfer orders of SDE/JTOs : We requested to consider the request transfers for all
executives relieved in August-2016 . He shared our concern and suggested the
next set of transfer orders are already submitted to CGMT for approval. He
further suggested detailed discussion on the matter can be had after release
of orders. He assured to look into all our points. We expect the orders
released in next week. CS and DS TVM met DGM(A) ,
Circle Office : We requested DGM(A) to allot notice Board to AIBSNLEA as it is being
allotted to recognised/Support unions/Association
at CO. He assured to allot it immediately.
We requested to clear off the Uncomfortable/unhealthy working ambience
of JAO (Establishment) office due to the permanent closure of the single
window as part of maintenance of CO building. DGM(A)
assured to address the case without delay. CS and DS TVM met AGM(HR) ,
Circle Office : We requested to speed
up the process in receiving medical reports of DR-JAOs from medical board , TVM so that training can be started early. He
assured to contact the office for the early release of reports. Regarding the
completion of Police/Certificate/Community verification for DR-JAOs joined
recently, AGM informed that the requests were send from CO to respective
local offices very long back . Also, the payments
for certificate verifications to university/college are being made through ERP . PVC are being received but Accademic Certificate verification reports are not
started to receive yet. We further requested to speed up the process as the
mutual transfer can only be processed after receipt of all certificates. AGM
shared our concern and assured to help it out. |

President and AGS (DR) met GM(Pers) and discussed
regarding implementation of CPSU cadre hierarchy and requested to discuss the
observations given by Jt. Secy. so that the same can be informed to our
members. GM(Pers)
appreciated our concern and discussed point wise all the observations made by
JS (Admn.). The following discussions took place. a) CPSU cadre hierarchy: GM(Pers)
informed that response on CPSU cadre hierarchy proposal approved by
BSNL MC has been received from Jt. Secy. (Admn)
DoT, Govt. nominee Director of BSNL Board wherein he has given
some objections in the proposal submitted by the BSNL viz. i) In the BSNLs proposal cleared
by BSNL MC will create financial and legal implications due to effective date
of implementation from 01.01.2017. In view of this JS has suggested to give
date of effect from prospective date ii) The existing vacancies are to
be filled up subject to outcome of court case by conducting CPCs. iii) Prior approval of BSNL
Board/DoT is required wherein promotions affecting pension instead of only
BSNL MC approval. iv) Existing EPP shouldn't be
continued in BSNL after implementation of CPSU hierarchy. v) BSNL HR plan has not been
finalized on the required no. of posts which needs clarification. vi) The Screening committee has
to be conducted on every time bound functional promotions under CPSU cade
hierarchy instead of automatic promotion for the executives working in higher
scales. vii) The clause 5.6 is irrelevant
para on AGM (Adhoc) as no
vacancy based promotion up to AGM. viii) Date of financial upgradation E4-E5 and E5-E6 has to be explained since the
CPSU time bound functional promotions are limiting up to E4 scale only. ix) Any functional promotion in
the same scale no additional increment is allowed. x) The bench mark should be very
good (35) for OC and Good (31) for SC/ST instead of good (31) and Average
(27) bench mark. xi) Promotion to be given in the
feeder cadre as per existing policy, if there is no court stay order is
pending on promotion. xii) All the cadres
seniority lists should be finalized immediately etc. GM Pers
told that these issues needs to be examined and
submitted to the JS for consideration before submitting the final proposal to
the BSNL Board. We expressed our serious concern against the observations
made by JS (Admn.) DoT wherein the date of effect
has been suggested from prospective date, similarly the eligibility condition
from SDE/AO to DE/CAO promotion is now prescribed 12 years' service instead
of 5/7 years of service and increase in bench mark etc. will not at all
benefit the executives rather will put them into loss. We further requested to consider
date of effect from the last DPC date/ year of recruitment and to consider
our views/ suggestions given earlier on all the clauses vide our letter no.
AIBSNLEA/CHQ/CPSU/2017 dated 15.11.2017. Also requested to expedite CPCs on
priority. b) Filling up of the Vacant
Group-A and Group-B equivalent posts: We requested GM(Pers)
to initiate CPCs to fill up the vacant Group-A and Group-B level posts in all
wings i.e. telecom , finance , electrical ,civil , Arch, Telecom factory (Engg. Wings) subject to outcome of the Court cases as per
the management committee approval. GM (Pers)
assured for an early action to move the proposal for initiating CPCs in all
disciplines c) Posting of
LDCE qualified JTOs on promotion to SDE: we
requested to issue promotions orders for LDCE qualified JTOs to the post of
SDEs subject to VC in view of the decisions taken by the Management
committee, in line with the some previous promotion orders. Immediately, GM
(Pers.) contacted to GM(Vig.)
in this regard . GM (Vig.) has told that he will
take opinion of CVO BSNL and convey to Pers. cell. GM (Pers)
assured that immediate action will be taken after getting opinion of CVO. d) Promotion from JTO to SDE(Telecom.) SCF quota:- We
requested GM(Pers) to initiate CPC to fill up the
vacant TES Group-B posts since the judgement of Hon'ble High Court Kerala is expected to be pronounced
after 23rd May 2018. Since the new SDE RR has been notifying
on seniority fixation in SDE cadre on ROTA Quota basis which may allow
favorable judgement, this will allow promotions.
More than 10000 SDE(Telecom.) vacant posts are there
which needs immediate filling up. Earlier the CPC was initiated to fill up
about 6000 SDE (T) posts but due to stay orders the same was held up. Most of
the APARs of the eligible JTOs were accessed through screening process for
promotion thus now only one or two years APARs needs to be accessed for
promotion. GM (Pers) mentioned that the VCRs have
already been called from the Circles and the action to initiate CPC will be take shortly. e) Implementation of Hon'ble Supreme Court Judgement
on TES Group-‘B' Seniority cases: We
requested for early implementation of Hon'ble
Supreme Court Judgement on TES Group-‘B' Seniority
cases to avoid contempt. After detail discussions, GM (Pers.) mentioned that
Committee constituted regarding 147 SDEs case will finalize its
report /observation shortly and assured that to Hon'ble
Supreme Court judgement will be implemented soon in
its true sprit to avoid contempt of court cases. He also mentioned that rule
206 implementation case is in progress for implementation and it will be
implemented immediately after completion of 147 case. (vi) Consideration
of request / tenure transfers of SDEs/DEs and DGMs: We requested for request transfers / modification /
implementation of tenure transfers of SDEs/DEs and DGMs. GM(Pers.) assured to look into the matter. |

all irrespective of any discrimination. 11-05-2018:CHQ News Meeting with Member (F) DoT: GS, President, AGS (DR) met Member (F), DoT and discussed
regarding: a) Implementation of 3rd PRC in BSNL with 15% fitment
benefit: We apprised Member (F) about
the discussions had between Hon’ble MoSC (I/C) and the representatives of All union and
Associations and requested to use her
good office for early implementation of 3rd PRC in BSNL with 15%
fitment benefit as recommended by BSNL Board. We also apprised that the reply from DPE in this regard has also been
received in DoT long before. Now the administrative
ministry can consider implementation of 3rd PRC in BSNL as per its
recommendations on affordability clause. Member (F) told that she will
examine the case positively and give the concurrence to the proposal . She mentioned that she
will support in respect of PRC implementation in BSNL. |

10-05-2018:CHQ News Meeting with Dir(PSU) DoT:- GS, President, AGS (DR) met Dir(PSU)
DoT and discussed regarding. a) Implementation of 3rd PRC
in BSNL with 15% fitment benefit: We
requested Dir(PSU) for the implementation of 3rd PRC in
BSNL with 15% fitment benefit as recommended by BSNL Board. We also pleaded
that administrative ministry can consider implementation of 3rd PRC
in BSNL as per its recommendations on affordability clause. However, the
reply from DPE in this regard has also been received in DoT long before. Dir(PSU)
mentioned that the DPE reply has been given cognizance by all the Sr.
Officers in DoT but further action is yet to be taken. It seems that the work
regarding preparation of Cabinet note for relaxation in the affordability
clause has not yet started in DoT. This a serious situation and all the
Unions and Associations of BSNL Should immediately decide their strategies to
impress upon DoT for the settlement of this issue otherwise the issue will
linger on in DoT. b) Reply to BSNL on CPSU cadre
hierarchy: Dir (PSU) confirmed that
Jt. Secy. (Admn) Dot being the Govt. Nominee
Director of BSNL Board has sent his observations to BSNL for the
rectification in the CPSU Cadre hierarchy proposal before its placement in
the next BSNL Board meeting which scheduled to be held on 28thMay

Unions/ Associations was held today at 15:00 Hrs. to discuss the curtailment
of wasteful expenditure in BSNL. AIBSNLEA suggestions/ feedback submitted
vide letter no. AIBSNLEA/CHQ/CMD/2018 dated 07.05.2018, 19 issues were
discussed on threadbare. During discussions GM Budget and GM (SR) assured to
appraise our feelings to the higher Management. We strongly protested against the move of curtailment
of medical facility by reducing no. of days from 25 to 15 days on the pretext
of curtailment of wasteful expenditure. We categorically told that BSNL MRS
was approved by BSNL Board and now cannot be amended by administrative orders
and it cannot be a wasteful expenditure. After detailed discussions GM
(Budget) BSNL CO assured no curtailment in BSNL MRS facility. He also assured
that the necessary order w.r.t. medical claims will be issued shortly w.e.f. 01.04.2018 for BSNL pensioners. The main emphasis was given on curtailment on
electricity expenditure which is amounting about Rs.2500 Crores
per annum and the immediate 10% curtailment is required for which necessary
instructions will be given to the Circles to form the committees to examine
the areas where the curtailment is possible. To reduce legal expenses the volume of amount will be
examine and on that basis only appeals to the higher Benches will be
proposed. To reduce the expenditure on motor vehicles will be
reviewed and the common pool concept in administrative offices will be
adopted. The BSNL IQs proper maintenance will be ensured to
avoid expenditure on stay in Hotels etc. 09-05-2018:CHQ News Management Committee of BSNL Board allows Promotions in BSNL: AIBSNLEA's consistent efforts yielded results in getting

, Kerala Circle administration
totally honoured the transfer policy being followed in Kerala Circle. The first
set of request transfer orders of executives transferred on long stay in
April 2016 are released by operating the SDE Long stay list. We expect next set of orders soon. We express our sincere thanks and
esteem to the CGMT Kerala Dr.PT Mathew for regarding the executive transfer
policy in Kerala by disallowing all the unfair pressures from another
association to strangle the good practices being followed in Kerala circle,
under the banner of “Recognised Majority
Association” for
unknown reason. We convey our regards and sincere
thanks to the GM(A/HR) Shri.Robin
Poddar for his proper perception of all our fair

05-05-2018 Today morning CS ,
CVP and DS TVM met GM(A/HR) Shri.Robin Poddar and
discussed all the pending HR issues. The meeting was very useful. Some of the
issues discussed follow. Release of Long stay request Transfer
Orders : We requested to issue the long stay
SDE/JTO transfer orders without any more delay. GM conveyed that the first
set of orders ( For those executives relieved in April-2016) are just
approved by CGMT Kerala in line with
our request by honouring the practice of completing
the request transfers by operating long stay list . GM assured that the
orders will be released today itself. We expect next set of orders will be
released soon. Pending request transfer of Com.Hassan Manicfan , SDE : We requested to consider the transfer case of Com.Hassan
Manicfan , SDE from Lekshadweep
to Ernakulam . We informed that ,
already the case was agreed by CGMT since the SDE completed more than 10
years of service in the hard tenure station. GM assured to forward the
request. We expect the order within a week time. Result declaration of the JAO candidates ; LICE
for promotion from Group 'C' to the
grade of JAO under 40% quota held
on 17/07/2076: We requested to
release the result of all the 5 resultant vacancies as done by other circle.
In addition to the one candidate not joined for JAO training, 4 more JAO
vacancies aroused due to the discontinuation of JAOs to JTO cadre. After
discussion of the matter in detail , GM(A/HR) shared
our views and assured to explore all the possibilities to promote them as JAO
from corporate office while he is available at Corporate office in next week
. Mutual transfers of DR
GATE JTOs : We requested to consider the mutual transfer requests when
formalities are completed. GM assured to consider the mutual transfer requests as and
when the formalities of Certificate Verification, Police Verification and
Community Certificate Verification -
if applicable are completed. Rotational
Transfer in Circle Office: We
requested to consider the rotational transfer of sensitive posts within
circle office . GM informed that the process is

, it is reliably understood that , circle office is releasing the
request transfers of SDE/JTOs who were transferred out on long stay from
parent BA in 2016 by giving suitable substitute
by Operating SDE long stay list :
despite prolonged obnoxious stand of another association to
“NOT TO OPERATE” the SDEs long
stay list for the reason known to them only . In a first ,
the orders will be released for those who were transferred in April-2016. On
our strong request, administration agreed to release remaining request
transfers Subsequently. First set of orders will be released in
this week itself. |
