News Organise the 3rd day
strike most effectively- AUAB calls on the employees. The
AUAB conducted it’s review meeting today evening. General Secretaries and
senior office bearers of the constituents of the AUAB participated in the
meeting. The meeting reviewed the 2nd day strike that has taken place in
various circles. The meeting expressed it’s satisfaction that the 2nd day
strike was very successful. In fact, in some circles, the strike percentage
has improved, compared to the 1st day strike. The meeting also took serious
note of the letter issued by the Corporate Office, threatening to take action
under FR 17A. The meeting resolved
to inform the employees that, this attempt of the Management would be stiffly
resisted by the AUAB. The meeting also took note of the strike particulars of
the various circles, circulated by the Corporate Office. The figures
contained factually incorrect details. Finally, the meeting
decided to take all out efforts to organise the 3rd day strike more
effectively. |

News Strike continues with
the same intensity for the 2nd Day. The
2nd day strike of the Executives and Non-Executives in BSNL is going on as
successfully as it was held on the 1st Day. Encouraging reports are coming
from throughout the country. Demonstrations are being organised in each and
every place, condemning the government for not allotting 4G spectrum to BSNL,
for creating road-blocks in the financial revival of BSNL and also for not
settling the 3rd Pay Revision. AIBSNLEA heartily congratulates all the
comrades and requests to organise tomorrow’s strike also in the same
intensity. |

News First day strike a
roaring success - AUAB congratulates
the employees. However,
on the other side, the DoT has not come forward to invite the AUAB for talks,
even after the employees have en-masse joined the 1st day strike. This only
shows the double - talk of the DoT. Under these
circumstances, today’s meeting of the AUAB, resolved to call upon the
employees to further intensify the strike, and make it a cent percent success
on the 2nd and 3rd days. |

18-02-2019 In the first day of
the three days Strike call given by AUAB has been successfully implemented
throughout the Country. Many Circles, it is reported that about 90 to 95% Employees
have actively participated in this Strike. The reports of all the Circles are
very encouraging. DOT through PIB has
given the Press release that DoT reiterates that positive steps are being
taken by the Department in respect of all the demands. But the fact remains
that due to non-settlement of the demands even after the assurances given by
the Hon’ble MOSC(I/C) to the AUAB Leaders in the meetings held on 24.2.2018
& 3.12.2018 for the settlement of the demands of AUAB. No proper steps
are taken by the DoT Administration/BSNL Management for the settlement of the
legitimate demands which has forced AUAB to go on 3 days Strike. After the
AUAB Strike Notice served on 1.2.2019, DoT Administration has not called the
AUAB Leaders to discuss their demands for settlement which pertains to DoT
only. BSNL Non Executives and Executives are seriously frustrated and
agitated due to non-settlement of their long pending legitimate demands. Charter of
demands 1. Implementation
of 3rd Pay Revision with 15% fitment. 2. Allotment of 4G spectrum to BSNL, as per
the proposals submitted by the BSNL Management. 3. Implement assurance of the Hon'ble
Minister of State for Communications for delinking pension revision from pay
revision. Revise pension of BSNL Retirees w.e.f. 01.01.2017. 4. Payment of pension contribution by BSNL as
per the government rule. 5. Settlement of the left out issues of the
2nd Pay Revision Committee. 6.
(a) Approval for BSNL's Land Management Policy without

successfully on second day also with 100% participation. All the
Circle/District Secretaries are requested to ensure active participation
of all the members in the three days Strike to register our protest

16-02-2019 Today
morning CS discussed the progress on the release of all long stay request
transfers as assured by administration , with GM(A/HR) Shri.Robin Poddar . GM informed that administration is of the
view that all transfer orders are to be released in a single shot. However
CGMT , who is out of station on official purpose , directed to release only
the pending JAO transfer orders
immediately . On request , GM assured
to release the orders today itself. Evening around
6.20PM GM(A/HR) Shri.Robin
Poddar called CS and informed that the
JAO transfer orders are being ready to release and would be published
soon as administration promised . He directed to inform any
missing in the transfer orders , if at all there, would be considered
subsequently . CS reciprocated
sincere regards to Shri.Robin
Poddar to keep up the words. We
thank to CGMT (Kerala) , PGM(F) , GM(A/HR) , DGM(HR) and DGM(F) on releasing

hope as and when CGMT retunes office, the process for the release of all two
year completed request transfer orders would be started. The orders are expected within a

CHQ News (16/02/2019) AUAB holds review meeting - Decides
to go ahead with the strike. The
meeting paid homage to the 40 CRPF personnel martyred in terror attack at
Pulwama. The preparations that have been made in various circles, to make the
strike successful, was reviewed. The meeting expressed it's concern that, the
DoT has not even come forward to hold any discussion with the AUAB so far.
After detailed review, the meeting unanimously decided to go ahead with the
strike. The
meeting decided to call upon the circle and district organisations of the
constituents, to make the last minute preparations for the success of the
strike. The meeting also decided to call upon the employees to hold
condolence meetings outside office premises at 10:00 am on 18-02-2019, and
pay homage to the 40 CRPF personnel martyred in terror attack at Pulwama. |

to CGMT Kerala Dr.PT Mathew for not honoring the assurances given by
CGMT in the meeting called by him on 25-01-2019 . CGMT replied that he has already
instructed GM(HR/A) to issue the transfer orders of JAOs , as assured to
AIBSNLEA in the meeting . We hope
other assurances will be considered
as and when CGMT reaches back to office on Monday. |

Meeting with CMD BSNL: AUAB rejects the proposal of the Management for deferring the salary
for the month of February, 2019 - AUAB also rejects the appeal of
the Management to withdraw the strike. A
meeting between the AUAB and the BSNL Management was held today at 17:30 hrs.
Shri Anupam Shrivastava, CMD BSNL, Ms. Sujata T. Ray, Director (HR &
Finance) and Shri A.M. Gupta, GM (SR), were present. From the AUAB, Com. P.
Abhimanyu, Convenor, Com. Chandeshwar Singh, Chairman, Com. Prahlad Rai, GS,
AIBSNLEA , Com. K. Sebastin, GS, SNEA, Com. Pathak, AGS, AIGETOA, Com. Suresh
Kumar, GS, BSNL MS, Com. H.P. Singh, Dy. GS, BSNLOA and Com. S. Sivakumar,
President, AIBSNLEA, participated. The
CMD BSNL explained the serious financial crisis being faced by the BSNL and
appealed for the cooperation of the AUAB, for deferring payment of the salary
for the month of February, 2019. The AUAB representatives firmly rejected the
request of the CMD BSNL. They told in one voice that payment of salary of the
employees should not be deferred. Thereafter, the CMD BSNL said that the 3
day strike, called on by the AUAB from 18.02.2019 will be
self-defeating, and appealed to call off the strike. The representatives of
the AUAB rejected the appeal of the CMD BSNL and reaffirmed that the strike
will take place at any cost. They told the Management that the repeated
assurances given by the Hon’ble Minister of State for Communications on
24.02.2018 and 03.12.2018 for the settlement of AUAB demands i.e. Charter of demands >>>>> 1. Implementation

the Circle/District Secretaries are requested to make full preparations for
the successful implementation of three days strike. AUAB
held several round of discussions with DoT officers in the presence of CMD
BSNL & Director(HR), BSNL Board but not even a single demand is resolved

06-02-2019 AUAB meeting with Addl. Sect(T), DoT: The representatives of AUAB metAddl. Sect(T), DoT and discussed regarding settlement of AUAB
demands. AUAB expressed their serious concern against non settlement of AUAB
demands even after assurances given by Secy(T), DoT & Hon'ble
MOSC(I/C) in the meeting held on 2nd Dec., & 3rd Dec., 2018. We
categorically told that despite the assurances given in the Digital
Commission Meeting held on 5th Feb., 2019 for 4G Spectrum allocation to BSNL
and issues related to revival of BSNL, payment of pension contribution on
actual basic instead of maximum of the pay have not been cleared by IFD(DoT)
and not send to DoE. the queries raised by DoP&PW regarding IDA pension
revision formula has not yet been replied by DoT. The Cabinet Note on pay
revision of BSNL executives & non-executives for relaxing affordability
clause of 3rd PRC has not been sent to Cabinet for approval. The left
out issues of 2nd PRC are not yet settled. AST explained
that in yesterday's Digital Commission Meeting, MTNL revival plan could not
be discussed due to some queries. He further explained that in MTNL revival
plan, MTNL Management has suggested for reduction of age from 60 years to 58
years, VRS & there is no proposal for pay revision. The BSNL revival plan
is now ready but informally Digital Commission has advised to DoT to take the
comments of TRAI on this issue in view of the Hon'ble Supreme Court
Judgement. Thus 4G spectrum allocation will be send to TRAI for comments
shortly. The other issues related to monitisation of non-core land of BSNL
& VRS are to be discussed in the next Digital Commission Meeting to be
held on 21st Feb., 2019 at 11.00 AM. He mentioned that regarding VRS in BSNL
Rs. 6000 Crs. ex-gratia liability will be born by govt. through
sovereign guarantee. On the issue
of pay revision, AST further mentioned that even 5% fitment benefit on pay
revision is difficult to get clear from DoE. On the AUAB demands AST told
that he will shortly arrange a meeting with Hon'ble MOSC(I/C). He appealed to
defer three days strike. We explained that three days strike notice has been
served to divert the attention of govt. fro the settlement of AUAB demands.
In case the demands are not settled, AUAB will be forced to resume indefinite
strike. |

01-02-2019 CS , ACS Com.Pushparajan and DS TVM met GM(A/HR) Shri.Robin
Poddar and discussed the progress of release of all two year completed
request transfer orders including that of JAOs orders , preferably in the
first week of Feb-2019 as assured by CGMT to this association in the meeting
called by CGMT on 24-Jan-2019. We communicated the anomalies in the long stay lists
published by circle office. He shared our concern and assured to look into
the matters at the earliest. Regarding the long stay list of JTOs, we
submitted that only very few JTOs are in the request side to parent BA . But
more than 600 JTOs are posted in Kerala Circle during the last two years
under LICE , DR and Rule 8 categories resulting more or less sufficient JTOs are available
with all BAs . Thus the need of operating JTO long stay list against those
executives coming back after long stay
tenure transfer is not at all arises . Moreover at this financial condition of
BSNL , operation of long stay list of any cadre is to be done very judiciously. GM
appreciated our concern and assured to take it positively. He further
mentioned that those who are on extension of long stay transfer for the last
years would stand relieved automatically. On our request to issue all transfer orders as promised, he
committed to do all transfer orders preferably next week itself and won’t
delay after 15th February 2019. |

meeting with Additional Secretary (T), DOT and its internal meeting tomorrow : In
continuation to the discussion that the AUAB had with the
Additional Secretary (Telecom) yesterday, further discussions took place between
the AUAB and the CMD BSNL yesterday, as well as today. The representatives of
the AUAB met Shri Anshu Prakash, Additional Secretary (Telecom) today
afternoon. To their surprise, the Additional Secretary (Telecom) told the
AUAB representatives today that, even giving the 5% fitment would be
difficult. The AUAB did not accept the 5% fitment offer made yesterday. In
this backdrop, the AUAB will be holding it's meeting at 11:30 am tomorrow.
The meeting will take appropriate decision on the charter of demands. The
Executives and Non-Executives are requested to keep ready for struggle. Writ
Petition case regarding Tower Subsidiary: The Writ Petition case
regarding Tower Subsidiary was listed as Item No. 5 in Court No. 7 before the
Delhi High Court today. Mr. Rajshekhar Rao appeared on behalf of the
Petitioners i.e. AIBSNLEA, SNEA, AIGETOA & others , apprised the Court
that DOT was yet to file a response and sought liberty to file a rejoinder to
the Counter Affidavit filed by BSNL as also DOT. Accordingly, the matter has
been adjourned to 20.08.2019. |

between AUAB and the Additional Secretary, Telecom: A meeting was held
today between the AUAB and Shri Anshu Prakash, Additional Secretary(Telecom).
AUAB representatives in the Committee for Periodic Interaction,
Com.P.Abhimanyu, GS, BSNLEU & Convenor, AUAB, Com.Chandeshwar Singh, CS,
NFTE & Chairman, AUAB, Com.Prahlad Rai, GS, AIBSNLEA,
and Com.K.Sebastin, GS, SNEA participated. From the DoT side, Shri R.K.
Khandelwal, Joint Secretary(Admn.) Shri S.K. Jain, DDG (Estt.), Shri Rajeev
Kumar, DDG (Budget), also participated. Ms. Sujata T. Ray, Director (HR) and
Shri A.M. Gupta, GM(SR), represented BSNL. Detailed discussion took place on
the 3rd Pay Revision, 4G spectrum, Payment of Pension Contribution on
actual basic pay and Pension Revision issues. As regards the 3rd Pay Revision
issue, it was suggested from the DoT side that, Pay Revision with 5% fitment
could be given. If the AUAB accepted this, then this issue would be placed
for the approval of the Digital Commission meeting, to be held on 05/02/2019,
and that thereafter it would go for the approval of the Cabinet, said the DoT
side. The AUAB stated that 5% fitment is very low and that they could not
accept it. Thereafter, the AST suggested that the AUAB representatives could
discuss the issue with the CMD BSNL and could come back to him within a day
or two. Regarding 4G spectrum
allocation to BSNL, AST mentioned that the queries made by DOE & Niti
Aayog have been replied by BSNL and on that basis the matter will be
discussed in the Digital Commission Meeting which is scheduled to be held on
5th Feb., 2019, along with 4G spectrum allocation proposal, the revival plan
of BSNL including monetization of BSNL non-core land will also be discussed.
After approval of Digital Commission, it will be taken up in the Cabinet
for approval. Replies received from
BSNL for the payment of pension contribution on actual basic pay will be send
to DoE after the clearance of Internal Finance of DoT. The issue of pension
revision, delinking from pay revision, AUAB representatives demanded 15%
fitment since the pension contribution has already been paid to DoT by BSNL. Regarding anomaly on
pension revision for the BSNL pensioners retiring after 01/01/2017, AST
directed DDG(Estt.) to have separate discussion with the leaders of AUAB to
prepare the formula for pension revision. Accordingly AUAB leaders had
separate discussion with DDG(Estt.) on pension revision & decided to
submit the formula for pension revision of post retiring 01/01/2017 BSNL
pensioners shortly. |

Mathew has invited AIBSNLEA Kerala for a meeting yesterday at 12.00 Hrs on
24-01-2019 . CS, CP and CFS had the meeting with him. The meeting was very
fruitful. |

CGMT started the meeting by inviting creative suggestions
for the revival of BSNL to be presented in the next HOCC meeting. He
mentioned that even Kerala Circle is shifting towards the red signal zone due
to the cut throat competition in market. The cash inflow of BSNL is very
alarming. A better financial position of BSNL is very much essential for its
survival. We have submitted some creative suggestions “out of the box” as
business diversification strategies etc in addition to the strengthening our
current business infra. CGMT appreciated our suggestions. While discussing service/HR matters, we appreciated CGMT
Kerala for the efforts he has taken during Sancharsoft failure by
hosting an offline package developed
and linked to the NSS complaint manager. This offline data had been manually
updated with HLR . Release of inter BA request transfer orders for two years
completed JAO/JTO/AO and other cadres: We requested to
release the pending transfer orders immediately in this month itself. CGMT
assured to release the pending JAO transfer orders preferably in the first
week of February itself instead of this month due to the busy preparatory
works for the south zone meeting to be
held by Kerala Circle in next week . We further requested to release all the
pending transfer orders of all the executives in JAO/JTO/AO and other cadres who are
completing two years in March/April period of
2019 along with the JAO transfer orders foresighting declaration of
Parliament election in the first week of March. CGMT assured to consider the
same. Moreover, CGMT mentioned to represent urgent cases, if any ,
to be considered out of turn . We submitted the pending compassionate
transfer case of Mr.Parthan AO from PGT to Kannur . CGMT has perceived the
case empathetically and assured to release the order immediately. Later we met GM(A/HR) Shri.Robin Poddar and appraised the
developments of the meeting with CGMT . We requested to release all the
pending transfer orders in one shot instead of piecemeal way ,which consumes
more man power of circle office and help to mount discrimination among the
aspirants . GM totally agreed with our suggestion and assured to release all
the pending transfer orders simultaneously . He further suggested to point
out the anomalies, if any , immediately
with the stay particulars of
DGM/AGM/SDE/JTOs released by circle office . BA wise Stay particulars of
DGM/AGM/SDE/JTOs released by Circle office : While enquiring the need for releasing the stay particulars
in all cadres, CGMT mentioned the urgent need of balancing some cadres among BAs . He assured to take feed back
before operating the long stay list. Controversy in
Joining date of some executives
on closed holiday ,on Sunday, in Ernakulam BA : We submitted
illegitimacy of the matter in details to CGMT . Chances of multiple litigations out of RTI on the matter was
also discussed . CGMT mentioned that it shall not been permitted and assured to look in to the matter . Imposing Dies non to
executives could not present office due to unavailability of Transportation
but not participate in trade
union strike on 8th and 9th of January
: We submitted CGMT the matter of imposing dies non to
employees , in some BA like EKM , who have not participated in strike but
either on leave for genuine reason or
could not attend office due to the blockage of public transportation . CGMT informed that the routine circular
issued by Corporate Office has only
been endorsed. He assured to look into the anomalous treatment. The matter was discussed with PGM-F Shri. KK Vel also .

As per the decision taken in the AUAB meeting held
yesterday, representatives of the AUAB, viz., Com. Com.P.Abhimanyu, GS,
BSNLEU & Convener, Com.Chandeshwar Singh, GS, NFTE & Chairman, Com.
Prahlad Rai, GS, AIBSNLEA and Com. K. Sebastin, GS, SNEA met Shri Anshu
Prakash, Addl. Secretary(T), DoT , today. The representatives conveyed him
the decision of the AUAB meeting held yesterday. They told the Addl.
Secretary(T), in no uncertain terms that, the employees are unhappy that not
much progress is made in the 3rd Pay Revision issue. They also informed him
that the AUAB will be compelled to give call for the strike, since not much
time is left for the Parliament elections. The Addl. Secretary(T) informed
that he would hold a meeting with the AUAB next week in which crucial
discussion would be held in respect of the issue of 3rd Pay Revision. During
discussions, CMD BSNL was also present in the meeting. |

Com.P.Abhimanyu, GS, BSNLEU & Convener, AUAB, welcomed everyone and
presented the agenda item to be discussed in the meeting. General Secretaries
/ Representatives of BSNLEU, NFTE, SNEA, AIBSNLEA, AIGETOA, BSNL MS and BSNL
OA, were present in the meeting. The meeting reviewed the progress in the
settlement of the demands of the AUAB. The meeting assessed that reasonable
progress is made on the demands of 4G spectrum and payment of pension
contribution on actual basic pay. However,
the meeting came to the conclusion that, no substantial progress has come on
the issues of 3rd Pay Revision and Pension Revision. The meeting also came to
the assessment that the time available for the settlement of demands is only
upto February, 2019 and that the announcement for Parliament elections may
come any time in March, 2019. Once the elections are announced, the Code of
Discipline will also come into effect and no demand could be settled
thereafter. In
view of the above reasons, the meeting decided to convey to the government
that, the AUAB would be compelled to give call for the strike. The meeting
also decided that the AUAB should meet the Additional Secretary, Telecom, in

(Institutional Mechanism) was held in the Sanchar Bhawan yesterday the
10-01-2019. From the AUAB, Com.P.Abhimanyu, GS, BSNLEU & Convener, Com.

Com.Prahlad Rai, GS, AIBSNLEA participated. Shri.R.K.Kandelwal, Joint

against them already substitutes are posted and to set aside the unfriendly
stubborn attitude of CGMT Kerala for the optimal utilization of money and man
power of Kerala circle thereby saving the most profit making Kerala Circle
from the nose-diving financial performance. We are shocked to inform that, apparently, our circle

from 60 years to 58 years to DOT: In response to DOT letter dated
6-11.2018, BSNL Management has proposed reduction of retirement age as 58
years instead of 60 years for revision of pay of Board level and below Board
level executives of BSNL under 3rd PRC. Even this BSNL's proposal is not acceptable
to DoT, mentioning that the financial implication for implementation of 3rd
PRC i.e. Rs. 2980 Crore annually could not be substantiated. |

Addl. Secy(T), DoT: AST DoT granted meeting today to AIBSNLEA to
discuss regarding (i) Constitution of committee comprising DOT/BSNL
officers and AUAB representatives for AUAB demands: We expressed our concern against non inclusion of the Executive
Associations in the said committee and not holding of the Committee meeting.
AST appreciated our concern & directed Jt. Secy(Admin), DoT to consider
the inclusion of Executive Associations name in the committee & to
take the approval of Secy(T), DoT. We further requested to head the Committee
by AST. AST directed Jt. Secy(Admin), DoT to hold the committee meeting at
the earliest and mentioned that due to his business it will be difficult for
him to head the committee. (ii) Status of AUAB demands: AST to our query on
the settlement of AUAB demands, mentioned that :- (a) Payment of pension contribution on actual
basic pay instead of maximum of the pay scale:AST tried to contact with Member(S), DoT to discuss the matter
but he was not available in the office then he directed DDG(Estt.) to come
& discuss the matter with him. Further he mentioned that DoT may
immediately reply to DoE that 01.01.2017 can be the cut of date for its
implementation at present. We requested him to consider 01.01.2006 as per
DoP&T order. (b) Delinking of pension revision from pay
revision of BSNL employees: AST directed Jt. Secy(Admin), DoT, who was
present in the meeting, to discuss the matter with Jt. Secy, DoP&PW, Mr.
Mathur for consideration & early reply to DoT letter. He also assured to
discuss the matter with Member(S)/DDG(Estt.) for early settlement of the
issue. (c) 3rd PRC implementation & Wage revision of
BSNL employees: We expressed our serious concern against the
DoT letter dated 19.12.2018 [ <<<Click here for letter>>> ] given to BSNL for further reply to viability of
BSNL w.r.t. pay revision. Jt. Secy(Admin), DoT mentioned that the DoT letter
dated 19.12.2018 has been given to BSNL to reply the queries made by IFD of
DoT. AST mentioned that yesterday they had a detailed meeting with Smt. Rekha
Jain & her team, the representatives of IIM Ahmedabad on revival of BSNL
& thes IIM Ahmedabad report submission to DoT is expected on 4th
Jan.,2019. On the basis of IIM Ahmedabad report Cabinet Note will be moved to
Cabinet for the implementation of 3rd PRC. (d) 4G Spectrum to BSNL: AST mentioned that DoT is trying to resolve the issue from DoE but did
not discuss the actual status of the issue. (f) Revision of pay scales E1A by E2, E2A by E3,
E3 by E4, E4 by E5, E5 by E6 & E6 by E7: AST marked on our letter to Jt. Secy(Admin), DoT to put up the status
of the case. We further requested AST to hold the committee
meeting at the earliest as per the suggestions given by Convener AUAB. The
delay in settlement of AUAB demands is causing resentment & frustration
among the BSNL employees. To avoid resumption of Indefinite Strike by AUAB,
the demands should immediately be settled by DoT as assured by the Hon'ble
MOSC & Secy(T), DoT. AST mentioned that AUAB leaders can any time meet

met CGMT Kerala Dr.PT Mathew today and discussed pending service and HR
Matters . GM (A/HR) Shri.Robin Poddar was also present . Some of the issues
discussed follow. Popularization
of BSNL 4G Plus and BSNL Broad-Fi
under USO/MDO WiFi Locations : CS
requested to take measures to popularize these services along with BSNL Wi-Fi
service among the customers especially those who are under the coverage area
of WiFi services. This will promote the use of these services by customers there by reducing the low mobile
data speed complaints and it is an alternative method of data connectivity
during wired BB data failure . CGMT appreciated the suggestions
and instantly directed concerned GM to issue necessary instructions for the
effective utilization of BSNL WiFi services
. 1066
USO wifi hotspots are being commissioned by BSNL in Kerala alone . Under BSNL Wi-Fi service every customer including non-BSNL customers can enjoy 10GB
data per month free of cost per SIM . Beyond that data volume, customers can
recharge various attractive data packages online . BSNL 4G Plus is a real
substitute for Mobile Data package from BTS . Through BSNL Broad-Fi service
customers can enjoy data using their wired BB username and password. <<<Procedure
for Connecting WiFi Services >>> Release
of inter BA request transfer orders for two years completed JAO/JTO/AO and
other cadres . In
continuation of the meeting on 30-11-2018 , CS requested to release all the two year
completed request transfers . After several requests and discussion , CGMT
unilaterally taken a very unfriendly
stand that all request transfer orders will be released only on 31st
of March 2019 . CS submitted many
examples of the very friendly and motivating stand of corporate office on the
requests of associations/unions . Recently Corporate office has issued tenure transfer orders
of accounts Personnels . Thus, even
Corporate office is not insisting for
March . CS further submitted that
Kerala circle being the top revenue earning circle , some more
employee friendly steps of
CGMT would definitely increase the efficiency of our circle . All these
requests were patiently listened by CGMT but he was not ready to change his
stand. As
far as the JAO request transfers are
concerned , only 16 requests are pending . Recently 29 DR-JAOs are posted against them . Most of them are posted for Kannur and
Malappuram . As an example from ALP BA , only one request
pending against 5 DR-JAOs posted there . In accounts and finance
wing request transfer orders have been
considered strictly on completion of two years of tenure . This is the
practice being followed in kerala circle even without the active intervention
of association . This time the practice is dishonored without any reason. No
way we could digest the logic rather sense behind the very unilateral and
stubborn decision of CGMT Kerala . It
is reported from some branches that DR-JAOs are longing for a chair to occupy
in office against the JAO already requested for transfer to parent BA while
some other BAs are starving for JAOs . This willful stand of CGMT Kerala will help only to demotivate the workforce
and damaging the performance of Kerala Circle . What is the sense behind
accumulating young JAOs at some BAs while other BAs desperately desire JAOs?
In which way this very uneconomical deed can be appreciated? . The unilateral and
poor HR handling without proper utilization of efficient manpower will
result in worst performance of Kerala
Circle. At this incipient sick stage
of BSNL , when circle management is not ready to do very justifiable things
favorable to workforce even after posting rock-bottom levels of repeated
request by association is definitely compelling association to showcase its
role of resorting trade union actions . We
once again request CGMT Kerala to
honor the good practices on transfers in Kerala Circle . All District
secretaries are requested to keep ready for agitational programme. CS
, DS TVM and CO along with Com.Rajan CEC TVM met GM(A/HR) and discussed all
the pending HR issues . GM(A/HR)
communicated the progress of all HR issues taken up with him. We sincerely
appreciated GM (A/HR) Shri.Robin Poddar
on his very executive friendly attitude on many issues including finalization of disciplinary cases very

Meeting with Sr. GM(Estt.),
BSNL Corporate Office, New Delhi: GS, President met Sr.
GM(Estt.), BSNL C.O., New Delhi and discussed regarding proper implementation
of FR 22 I (a) (1) Pay fixation of Ex-JTO(Offg.) as per the Judgement of
Hon'ble Supreme Court in all the Circles. We explained that Estt. Cell BSNL
Corporate Office, New Delhi has issued the letter for the implementation of
Hon'ble Supreme Court Judgement incorporating with earlier order dt.
22.12.2015 wherein Offg. JTOs are to be reverted in TTA Cadre on 01/01/2007
and thereafter fixation in the revised pay scale, which is causing heavy financial
loss to these Offg. JTOs. Sr. GM(Estt.) assured to re-look into the matter on
the basis of feedback given by us.

The indefinite strike from 03.12.2018 has
been deferred till further intimation by AUAB -After
meeting held with Hon’ble MoSC(I/C) on 03.12.2018.
a. 4G Spectrum Allocation to BSNL: Non-allotment of 4G spectrum to BSNL has been a major handicap for
BSNL growth. The assurance given by the Hon’ble MoS(C) in this regard in 24thFeb.,
2018, was not implemented. In yesterday’s meeting, the Hon’ble MoS(C)
intimated that the Cabinet Note on the allotment of 4G spectrum to BSNL is
already circulated to the other ministries for comments. He also assured to
depute a senior officer of the DoT to those nodal ministries to quicken the
process. Once this process is completed, the Hon’ble MoS(C) assured to take
up this issue in the next Cabinet meeting itself. It is assured now that BSNL
is going to get 4G spectrum shortly. This is a major break through in the
financial revival of BSNL, and undoubtedly a very big achievement of the
AUAB. b. Pension revision of BSNL Pensioners: So far, the DoT has been linking pension revision of BSNL
pensioners with the pay revision of the BSNL employees. They have taken
a firm stand that pension revision could be done only when pay revision is
done to the serving employees. However, in the meeting held with the
Secretary(T), DoT on 02.12.2018, and also in the meeting with the Hon’ble
MoS(C) on 03.12.2018, the AUAB is informed that pension revision of the
retirees is now delinked from the pay revision of the employees and the
matter has been send to DoP&PW for consideration. This is a very big
achievement of this strike call. AUAB will continue to take all out efforts
to ensure that the revision of pension is done at the earliest. c. Implementation of government rules in the payment of pension
contribution by BSNL: The Hon’ble MoS(C) categorically told that government rule will
be implemented, according to which BSNL has to pay pension contribution,
based on actual basic pay. A letter has already been gone to the finance
ministry, with the recommendation of the DoT. Settlement of this issue, is
also a boost for the financial revival of BSNL. d. Left out issues of the 2nd PRC: The BSNL Management has long been demanding that Management
should fulfil the recommendation of the 2nd PRC, that 30% of
the pay should be contributed by the Management towards superannuation
benefits of the Directly Recruited employees. On this issue, the CMD BSNL has
assured, in the meeting held with him on 02.12.2018, that BSNL’s contribution
towards pension contribution will be increased by another 3%, by March, 2019,
and the remaining will be increased thereafter in one go. Thus, the
non-implementation of the recommendation of the 2nd PRC, in
respect of superannuation benefits is also resolved. In addition to this, AIBSNLEA requested for the revision of Pay
scales E-1 by E-2, E-2 by E-3 and upgradation of subsequent pay scales E-3 by
E-4, E-5 by E-6 and E-6 by E-7; Hon’ble MoS(C) directed DoT officers for
consideration. e. 3rd Pay Revision of employees: No final settlement
is reached in respect of the 3rd Pay Revision of the
employees. It was told in the discussion by the Hon’ble MoS(C) as well as by
the Secretary(T), DoT, that pay revision of the employees would be done, but
15% fitment cannot be given. The AUAB representatives gave a detailed
presentation to the Hon’ble MoS(C), justifying pay revision with 15% fitment.
However, it was not accepted. The AUAB feels that this issue needs to be
further persued with the DoT, for which some more time needs to be given. DoT is constituting a committee of comprising officers of DoT/BSNL
and the representatives of AUAB to meet fortnightly to have a follow-up
action on the above issues. The leaders of the AUAB, in the meeting held after talks with the
Hon’ble MoS(C), appreciated the fact that the strike call has brought major
achievements to the BSNL employees, and that these achievements have got to
be consolidated, by way of implementation of the assurances / issuing of
letters. As regards the wage revision is concerned, the AUAB has decided to
give some more time to the DoT to sort out the matter. However, struggles
become inevitable, if the persuasions of the AUAB fail. |

, DS TVM and TVM Branch OB Com. Sheeja had a discussion with GM(A/HR)
Shri.Robin Poddar on yesterday 01/12/2018 on
the matter of Regularization of 34 JAOs ( JAO-Probation) posted against the
notified vacancy of 2012 internal
competitive exam (40% category)
despite the fact that all their fellow 2012-VY JAOs were promoted as
regular AOs . DGM(HR) Shri.Mahesh was also present during the meeting . We put forwarded all the details about the
case . GM had a very patient hearing on the matter . After listening all the
points he assured to look into the matter very positively though the finality
of the matter can only be done in consultation with legal wing and corporate
office . GM directed DGM to submit all the details in black and white for
further perusal. DGM was also assured to extend all the possible support from
his side. The meeting lasted for more than one and half hours. AIBSNLEA will
continue its efforts for settling this issue. After discussions, GM(A/HR) expressed concern on
the revenue shrink in BSNL . He
projected the greedy demand of the time that
associations /unions take initiatives further and further towards
members for earning more revenue for the survival of our BSNL . |

02nd Dec., 2018. Improvements are there in the issues of 4G Spectrum,

the Hon'ble MOS(C) on this issue, the AUAB decides to defer the strike for

, CP ,CFS and CEC Member ,TVM met the
CGMT in the afternoon session yesterday and discussed all pending
Service/HR issues . GM (A/HR) was present in the meeting. At
the outset CGMT shared his concern on the fall in revenue of Kerala Circle
and requested all employees to take all-out steps to add more and more
customers to BSNL services to increase revenue of Kerala Circle. He added
that through collective effort of all employees only we can tackle the
situation. We assured our best support and co-operation on all his actions in
this regard. Some of the HR issues discussed with CGMT follows.. Intra circle request transfer of 2 years completed
JAO/AO/CAOs: We
expressed our anxiety on not releasing request transfer orders for the two
year completed executives. We requested to release the same immediately as it
is being followed in Kerala Circle. Especially when only 17 JAOs are
requested for transfer against 29 DR-JAOs are already posted. As an example
from ALP only one request pending against 5 DR-JAOs posted there. CGMT
replied that all pending transfer requests can be released in March short of
only three months. We requested to
release it immediately due to many reasons viz substitutes are already posted
, holding the executives further is a mere waste of money , if not released
now they cannot be released in March as audit process begins etc. After some
discussions CGMT assured to consider our request very positively. We
reciprocate thanks and requested to release all two year completed request
transfers without delay. Regularization
of 34 JAOs ( JAO-Probation) posted
against the notified vacancy of 2012
internal competitive exam (40% category) despite the fact that all their fellow
2012-VY JAOs were promoted as regular AOs : While
submitting the matter CGMT directed GM(A/HR) to explain the steps circle
office has taken on our letter of request. After listening the comments of
GM, we submitted our views for settling the case favorable to the 34 JAO .
Both CGMT and GM had a patient hearing on our submissions. Later CGMT
directed GM(A/HR) to discuss the matter further with us and submit proposals
. CGMT assured to have a relook into the matter. Case
of dies-non imposed to
a lady officer (SDE) in TVM BA by DGM without following norms
: We took notice of this issue to
CGMT that the action has been done without adopting norms . The mala fide actions of controlling
officer like this on biased way only help to demotivate the hard working officers . No way it is
helpful for the growth of BSNL. The
Lady Comrade already lodged a harassment complaint against this officer to our TVM branch . The harassment complaint is submitted to PGMT TVM and
understandably TVM BA lodging the complaint to Police and Women’s Commission. Posting of PPS in Kerala Circle
and Pending Promotion orders to PS :
CGMT assured to complete PA-PS promotions without delay as fresh VC called for. He
directed GM to speed up the matter . Regarding PPS promotion , we submitted
that in almost all circles it has been completed and it is pending in Kerala
Circle. CGMT assured to look into the
matter positively . Pending
Financial Up gradation Orders: DPC process going on and the orders will be
released without delay. CS , CP ,CFS and TVM CEC Member ,TVM met the
PGM-F in the morning session yesterday and discussed all pending HR
issues in accounts wing. PGM-F shared the real stress and pain he is undergoing
in managing limited income and the enormous expenditure of Kerala Circle . He
requested us to be keen on generating more revenue including outstanding
payments . We assured to do our best. Intra circle request transfer of 2 years completed
JAO/AO/CAOs : We

requested to release the same as it is being followed in Kerala Circle . He
shared our anxiety and responded that at some levels it is decided to do all
the pending request transfer orders in
a single bunch in March-2019 . We categorically discontented the decision and
demanded to issue transfer orders as it is being done. Only
17 JAOs are requested for transfer and against them 29 DR-JAOs are already
posted . What is the sense in taking such a decision ? Moreover internal /external audits are
starting from March of every year and completing in September. Then how can
executives in accounts wing be
relieved in march without completing audit process . PGM-F opined that he is
also having the same view and support and suggested to take the matter up
with CGMT . Regularization of 34 JAOs ( JAO-Probation) posted against the

regular AOs : We requested to positively consider the case for a fruitful
result. PGMF replied that as per the letter of AIBSNLEA DGM (F) , DGM(HR) and
DGM(Legal) had a meeting and submitted their view that the cannot be
considered now due to the matter is sub judice . We submitted our logical
views to reconsider the case and requested his support . After discussion on
our views he assured his support. Irrational assignment
of Controlling Officers to JAO/AO working at CSC in Some BAs: We expressed our resentment on assigning SDEs as
controlling officers to the JAOs working at CSCs while AOs also working in
relation to CSCs . We strongly requested to discontinue the
practice and assign AO as controlling officer for the JAOs. We further requested to sanction
JAO/AO posts for CSCs. PGMF
appreciated our concern , totally shared our views and assured to look into
the matter |
