requested GM (Pers.) to give early comments on SC/ST roaster policy in BSNL

FR 22(1) a (i) pay fixation to the JTOs officiating as per the Hon’ble CAT
Ernakulum bench and Hon’ble High Court Kerala Judgement: We
expressed our concern against the BSNL CO recent order for the implementation
of Hon’ble Supreme Court Judgement on FR 22(1) a (i) pay fixation case
wherein Estt Cell has again mentioned the order dated 22.12.2015 to revert
the JTOs as TTA on 1.1.2007 and re-fixed in JTO scale which is causing heavy
financial loss to these JTOs and against this order
AIBSNLEA has already filed the contempt petition in the Hon’ble PB CAT New
Delhi. Sr. GM (Estt) after detail discussions assured to look into the matter
for an early solution. (b)
SC/ST roaster implementation in CPSU cadre hierarchy committee report: Sr.
GM (Estt) mentioned that some Associations/Unions are yet to give their
feedback on this issue thereafter only the committee will give its report. |

Pers): GS, President, AGS (Fin & AGS(DR) met GM (Pers) and
discussed regarding A) JTO to
SDE Promotion: GM (Pers) informed that yesterday he met BSNL Counsellor at
Ernakulam and explained him to get dismissed the Contempt case in the
Hon’ble CAT Ernakulam in JTO to SDE Promotion. The Contempt case has been
listed for hearing on 9.10.2018 and after the clearance from the Court only
the process for CPC from JTO to SDE will be expedited. B) SDE to
DE Promotion: GM (Pers) informed that today DGM(Legal) has attended the
Hon’ble CAT Chandigarh during hearing and now the case has been posted
for hearing on 5.11.2018 & 6.11.2018.After the clearance from the
Hon’ble Court CPCs, if required may be initiated. AIBSNLEA meeting with Committee on CPSU
Cadre Hierarchy to examine the SC &ST roster implementation in CPSU
: AIBSNLEA was invited by the GM(Pers) to
place the views/opinion on SC & ST roster implementation in CPSU Cadre
Hierarchy. GS, President, AGS(Fin) & AGS(DR) attended the meeting.
Sr.GM(Estt), SR.GM(FP), GM (Pers) & CLO were present in the meeting as
Committee members. AIBSNLEA reiterated its stand which was communicated vide
Letter dated 15.11.2017 in Para 7.2: “ AIBSNLEA is of the opinion for
implementation of roster on Promotion as per the existing DOP&T
directions and as per the Judgement of the Hon’ble Supreme Court
of India delivered on 26.9.2018. It should be mentioned in the CPSU Cadre
Hierarchy” |

26-09-2018 : CHQ News Meeting with Director (HR),
BSNL Board: GS, President & AGS(Fin) met Director(HR), BSNL Board
and discussed regarding: A) AO to CAO
Promotion: We requested Dir (HR) to issue Promotion orders from AO to CAO in
the light of Hon'ble Supreme Court Judgement delivered today. Dir(HR) after
some discussions directed OSD to speak with Sr.GM(FP) and advised her to take
the legal opinion if required from the CGM Legal BSNL Corporate Office on the
recent Judgement of Hon'ble Supreme Court instead of waiting for the
Legal Opinion from the Sr. Advocate since there is a clarity on this
issue now. Dir (HR) assured an early action for issuing the Promotion orders
from AO to CAO. B) CPCs from JTO to SDE,
SDE to DE & DE to DGM (T): We requested to direct GM (Pers) for
expediting CPCs from JTO to SDE, SDE to DE & DE to DGM (T). director
mentioned that GM (Pers) has gone to Ernakulum, Kerala to attend the Court in
the Contempt case filed by some DR.JTOs against JTO to SDE Promotion.
Similarly DGM (Legal) Pers, cell has also gone to Chandigarh to attend the
Court in the Contempt case filed by Shri Ramesh Kumar, SDE, Rothak in
the SDE to DE Promotion. After the clearance from these contempt cases
further promotions can be initiated. DE to DGM (T) court case in the Hon'ble
CAT Chandigarh was heard today and now the Judgement is reserved to be
pronounced on 15.10.2018. Thus the interim stay orders continue on DE to DGM Promotion. The CPCs in other
disciplines will be considered after the clearance in the above Court cases. C) Implementation of
Rule.206 of TES .Gr ‘B' Seniority on the basis of Hon'ble Supreme Court
Judgement dated 14.12.2017: We appraised Dir(HR) that today
morning Member(Services), DOT allowed AIBSNLEA to present its views
before the DOT Officers during the personal appearance of some SDEs/DEs as
per the direction of the Hon'ble PB CAT Delhi wherein we appraised the DOT
Officers that BSNL has reverted Executives in violation of the Hon'ble
Supreme Court Judgement. Also expressed our concern against the Pers.Cell
handling of the case wherein without seeking the Legal Opinion form the Sr.
Advocate / ASG the Executives have been reverted and the information has been
sent to DOT. Dir (HR) appreciated our concern and assured
that the matter will be further discussed with GM (Pers). D) Consideration of 147
SDEs of SC& ST and OC category candidates who have qualified TES Gr 'B'
qualifying Examination and LDCE together and reverted as per the Hon'ble CAT
Ernakulam and Hon'ble High Court Kerala Judgements at par with the SC &
ST candidates who have qualified only TES Gr'B' qualifying Examination and
now promoted as DE: Dir(HR) mentioned that the Promotions in the DE cadre
given to the other SC &ST candidates on the basis of their
qualifying Examination will be re-examined and suitable decision will
be taken avoiding the Contempt of Court from Hon'ble High Court, Kerala and
Hon'ble CAT Ernakulam. E) Implementation of 3rd PRC
with 15% fitment benefit in BSNL: We requested Dir(HR) to use her good
office in the Internal Finance of DOT for getting an early clearance on BSNL
Board's proposal for 3rdPRC implementation in
BSNL. Since the BSNL proposal is pending for clearance in IFD Dir (HR)
assured to look in to the matter. |

24-09-2018 Regularization of 34 JAOs posted against the notified
vacancy of 2012 internal competitive exam (40% category) CS , CVP
, DS TVM and representatives of the affected comrades met DGM(HR)
Shri.Mahesh and submitted all the
relevant inputs for considering the regularization of these JAOs firstly . He was very empathetic and assured to
extend all kinds of legitimate favorable actions. AGM (HR) was also there all
along discussions . Later we submitted
relevant details to DGM(Legal) Smt. Sheela
and AGM(Legal) . They were also assured to do all possible helps. CS ,
CVP , DS TVM and CFS Circle Office met DGM(F) Shri.Kumar and discussed about
the pending HR matters including regular posting of these 34 JAOs. He also
assured to extend all possible help. To
explore the possibilities of regularization of these JAOs , a meeting of
DGM(HR) , DGM(Legal) and DGM(Fin) is planned today . We hope a positive
outcome. |

21-09-2018 : CHQ News CMD BSNL meets General
Secretaries of the major Unions and Associations: The CMD BSNL held a
meeting today, with the major unions and associations. Com. Prahlad Rai, GS, AIBSNLEA
, Com. P. Abhimanyu, GS, BSNLEU and Com. K. Sebastin, GS, SNEA attended the
meeting. Com. C. Singh, GS, NFTE is on tour. The following issues were
discussed in detail wherein CMD BSNL appraised that a very important HOCC is
being held in BSNL CO on 24th & 25th Sept. 2018. in this meeting mainly
the developments activities and strategies to earn more revenue will be
discussed. "BSNL At Your Door
steps" will be launched on 24.09.2018: The AUAB has already taken
decision to conduct "BSNL At Your Doorsteps" movement, to boost
BSNL's revenue collection, by stepping up sales and marketing of the Company.
The AUAB has also desired that, this movement should be jointly launched by
the AUAB and the Management. This issue was discussed in today's meeting. Finally, the following
decisions are taken. a.
"BSNL At Your Doorsteps" will be jointly launched by the AUAB. b. The
inauguration of this movement will take place at BSNL Corporate Office on
24th September, 2018 evening. All the CGMs will also participate in this
launching. (HOCC is taking place in Corporate Office on 24th & 25th
September, 2018). CMD BSNL also told that he
will try to bring BSNL's Brand Ambassador on this occasion. CMD BSNL will handover
flood relief amount to the CM, Kerala. The AUAB has already
requested the CMD BSNL to deduct one day's basic pay from willing officials.
In today's meeting the representatives requested that the deducted amount
should be handed over by the CMD BSNL, to the Chief Minister of Kerala. Allotment of 4G spectrum to
BSNL: The
representatives expressed their concern over the undue delay in the allotment
of 4G spectrum to BSNL and also over the network congestion prevailing in
many parts of the country. They drew the attention of the CMD to media
reports, which have quoted the Hon'ble MoS(C) as saying that, 4G spectrum
would be allotted to BSNL only in December, 2018. The CMD BSNL told that, he
is taking all out efforts for the early allotment of 4G spectrum and recently
he has again written an emotional letter to Secy(T), DoT for immediate
allotment of 4G spectrum to BSNL which has 40 watt Tx capacity whereas BSNL's
2G/3G spectrum is having 20Watt Tx capacity and this is the urgent need
of hour. Subsidiary Tower Company: The AUAB is opposing
the Subsidiary Tower Company tooth and nail. Decision has been taken to stall
the Board meeting, and also for total walk out by the Executives and Non-
Executives, in case Board meeting is scheduled, for giving approval for the
appointment of CMD of Subsidiary Tower Company. This issue came up for
discussion today. Consolidation is taking
place in a big way in the telecom sector. All the small operators have closed
down their business. After the recent merger of Vodafone and Idea, there are
only 4 operators in each circle. BSNL, Jio, Airtel, and Vodafone - Idea.
Under these circumstances, there will be very less business for the
Subsidiary Tower Company and now it has no relevance to operate tower
subsidiary company. Now there is no sustainability of tower subsidiary company.
The BSNL Management has informed this to the government, through it's letter,
written a last week only. This was explained by the CMD BSNL in today's
meeting. Outsourcing of passive
maintenance of BSNL's towers:The representatives expressed their concern
at the outsourcing. The CMD BSNL replied that at present the
"uptime" of BSNL towers is only 80% - 85%. The uptime will increase
to 97%, due to this outsourcing. Further, BSNL will save Rs.100 crore by way
of maintenance expenditures through outsourcing. While the active maintenance
of towers would be continued to be done by BSNL, only the passive
maintenance, including provisioning of batteries, engine alternators,
diesel, payment of EB bill, etc., would be done by the outsourced party. The
total payment for this will be Rs.6633 crores. The CMD BSNL further told
that, the cases filed in the Delhi High Court and Supreme Court, against this
outsourcing, by vested interests, are already dismissed. BSNL's 3500 of BSNL CSCs to
be used by UIDAI:The CMD BSNL informed that UIDAI has decided to utilise 3500 of
BSNL's CSCs for Aadhaar authentication. For this, the UIDAI will give money
for Capital Expenditure (CAPEX) and Operational Expenditure (OPEX) to BSNL.
The CMD BSNL told that this would help BSNL. CMD BSNL desired that
govt. should allot new projects to BSNL. |

BSNL Board: GS, President met Director(HR) BSNL Board and discussed
regarding: a) AO to CAO
Promotion: We expressed our serious concern against the delay in issuing
Promotion orders from AO to CAO even after the stay order has been vacated by
the Hon'ble CAT Chandigarh. Director (HR) mentioned that Sr. GM(FP) is
expediting the CPC but on the verdict of the Hon'ble CAT Chandigarh and on
SC/ST roster implementation the legal opinion has been sought from a Senior
Advocate which will be received within 2-3 days and there after the Promotion
order to fill-up the vacant CAO Posts will be issued immediately. We are
expecting AO to CAO Promotion order in the next week only. b) Holding of CPCs in all
the disciplines through upgradation: We requested Director (HR)
for issuing Promotion orders in all the disciplines through upgradation.
Director (HR) mentioned that promotions through CPCs were being issued by
upgradation also but meanwhile some Associations opposed CPCs and some
individuals filed Contempt cases, which has stalled the process. However,
today in the SC/ST Parliamentary Committee meeting in Parliament these two
issues were raised, i.e., promotions through upgradations and SC/ST roster in
CPSU Cadre Hierarchy wherein CMD BSNL replied that upgradation in all the
Cadres simultaneously is under consideration and SC/ST roster applications in
CPSU Cadre Hierarchy is being examined in BSNL which will be sent to DOT for
clearance and thereafter it will be notified. Dir (HR) assured that
efforts will be made to fill up the vacant posts through CPCs. |

all the officiating JTOs. Sr GM (Estt) informed that approval of Director

Hon'ble CAT has issued the written judgment on AO to CAO
promotion wherein stay on promotion has been vacated with an interim order
that promotions of AO to CAO can be made subject to outcome of OA. SEA
cell BSNL CO today immediately filed CAVEAT in the Hon'ble High court
Chandigarh. SEA Cell BSNL CO will issue AO to CAO promotion shortly. SDE to DE contempt case : The contempt case has been listed for
hearing 27.09.2018 for which rejoinder is being filed by BSNL CO shortly . DE to DGM(Engg) stay on promotion: the case has been listed in the Hon'ble
CAT Chandigarh on 29.10.2018. With the efforts of AIBSNLEA , Director(
HR) has directed Pers Cell BSNL CO to file an MA for preponement
of the hearing date Accordingly Pers. Cell BSNL CO will file MA based
on AO to CAO stay vacation order in the Hon'ble CAT Chandigarh by tomorrow
for preponment of hearing date and vacation of the stay order on promotions. |

to CAO promotion: GS, President and AGS (Fin.) met Sr. GM FP and
discussed regarding AO to CAO promotions and requested to issue promotion order
with upgradation and existing clear vacant posts of CAO. We explained that
our AOs are waiting for promotion for the last 15 years. Sr. GM (FP)
appreciated our concern and explained that the proposal to fulfill the
existing vacant CAO posts about 600 has been sent to GM (Pers.) for clearance
to issue promotion orders. She also mentioned that the earlier proposal to
upgrade the post in CAO grade is pending in Pers. cell for clearance. After
the clearance and approval of the competent authority the up gradation to CAO
posts will be considered. She assured for early issuance of the promotion
order to fill up the vacant CAO posts the VCRs of the eligible AOs have been
called from vigilance cell. We requested to issue promotion order subject to
availability of VC at circle level. We persuaded in the Pers. Cell to the concern
officers for giving early clearance to the AO to CAO promotions against
vacant CAO posts and up gradation to CAO posts. It is understood that shortly
clearance will be given by Pers. cell for AO to CAO promotion against vacant
posts but regarding upgradation of the posts in all the

with CMD BSNL : GS,
President & AGS (Fin) met CMD BSNL and discussed regarding A) Holding
of CPCs from AO to CAO, JTO to SDE, SDE to DE and DE to DGM(T)) and other
equivalent cadres: We requested CMD BSNL
to promote all the eligible executives of all disciplines to their next grade
through CPCs by filling up the vacant posts and by upgradation of requisite
number of posts in the next grade. CMD BSNL after some discussions on the
status of the pending court cases assured to get examine the matter. Regarding
AO to CAO Promotion, we appraised CMD that the screening of
about 1405 has been completed by the SEA cell thus the promotion orders
should be issued at the earliest. CMD assured to look in to the matter. B)
Implementation of 3rd PRC with 15% fitment benefit in BSNL: we
appraised the CMD BSNL regarding AIBSNLEA meeting with Hon'ble MOS (Water
Resources) Shri. Arjun Ramji Meghwal and his assurance for arranging an early
meeting with Hon'ble MOSC(I/C). CMD appreciated our efforts and assured his
full support. Meeting with Sr.GM(FP): GS, President & AGS(Fin) met Sr.GM(FP) and discussed
regarding AO to CAO promotion. We requested Sr.GM (FP) to process the
proposal for upgradation of 1200 Posts to CAO grade to reduce the stagnation.
Sr.GM (FP) mentioned that at present the proposal to fill up all the vacant
CAO posts is being sent to the Competent Authority for approval. There after
the proposal of the upgradation of posts to CAO will be processed. We
requested Sr.GM (FP) that both the proposals can be moved simultaneously to
avoid the delay. She assured that after discussion with the Competent
Authority she will process the upgradation proposal. We requested an early
action in this regard. |

DEHRADUN FROM 18TH AUGUST, 2018 TO 19TH AUGUST,
2018: The 3rd Central
Working Committee Meeting of AIBSNLEA held at 'Dev Bhoomi' Dehradun,
Uttaranchal on 18thAugust, 2018 and 19th August, 2018.
The Flag Hosting was done by the Com. President and the General Secretary.
After the flag Hosting, Com. President in his opening remarks told about the
achievement of the AIBSNLEA for the promotion of more than 12000 Executives
in last one month span. He requested all to use their positive gesture in
enhancing the membership of the AIBSNLEA. He requested all to go through the
agenda and involve themselves for the positive participation in the CWC
deliberations till end for getting the fruitful results. Com. President
mentioned that due to the historical achievements, the believe of executives
on AIBSNLEA has increased. Com. Brij Mohan Dhyani, CS

small Circle but he has tried his level best to make the CWC a comfortable
one. CP Uttaranchal Com. L.K. Thapaliyal Ji welcomed the President CHQ by

All CHQ office bearers, Advisors and consultants were warm welcomed by
garlanding the Host Circle. Haldwani branch and CWC Uttaranchal Bisit ji
presented shawl to GS. All CWC participants were welcomed by presenting
Uttaranchal traditional CAP. After the welcome program
Com President appealed all to go through the agenda and tell about the
modification. CWC approved the agenda program. One minute silence was observed
in the memory of departed comrades. Self introduction was made
by all the comrades on the appeal of President CHQ. All the CWC participants
made their self introduction. After the self
introduction the CWC Dehradun confirmed the minutes of the CWC Thiruvanatpuram.
CWC Dehradun unanimously confirmed the minutes. Com. President appealed
all the Circle Secretaries to deposit the legal and Diary payments.Com.
Ganeshan from Chennai donated Rs 15000 to CHQ. Most of the Circles actively
participated and placed their report in the CWC Meet at Dehradun expect
A&N Circle, ALTTC GZB Circle and J&K Circle due to unavoidable
reasons. After completion of the Circle Secretary reports, Com. President
requested Com. GS to Summed up.Com. GS Summed up with the reply of the
queries raised by all the Circle Secretaries. On the issue of the DGM to
Jt. GM promotion, Com. GS informed that we are perusing the case. Com. GS
told that after the persuasions of AIBSNLEA only the promotions of JTO to SDE
LDCE quota (about 2000) has issued. In SCF 3000 JTOs of 1999 batch have
promoted. DRs were not been taken into consideration by the intervention of
SCF by the SNEA. We demanded to promote list No. 8 and 9 and Management
agreed on list no. 8 but SNEA raised the issue to bring parity among the
cadres in promotions, which has derailed the process. Earlier SNEA was
impressing the management to implement the CPSU Cadre Hierarchy w.e.f. 31st July,
2018 but when they get failed in getting its implementation then to stop the
promotions through CPCs they demanded parity. The fact remains that there was
never parity among the various cadres in promotions due to various reasons
even that prevailed in DoT. Management got disappointment due to such
attitude of the Majority Association and stop the promotion through CPCs.
AIBSNLEA continued to pursue with CMD BSNL , Director(HR) , GM(Pers.)
for issuing the promotions through CPCs in all disciplines and to maintain
equalization in the cadres as far as possible. AIBSNLEA also extended its
sincere gratitude and thanks to the managements for issuing 12,000 executives
promotions within a month time, which has became a history. AIBSNLEA is
also demanded implementation of CPSU Cadre Hierarchy but before its
implementation all the existing eligible executives should be promoted to the
next grade as per the existing RRs. We also briefed the management that in
case CPSU CH is implanted without conducting CPCs there will be court
cases and in case the stay order is granted then BSNL Management will not be
in a position to issue any promotion order through CPCs or CPSU CH. BSNL
Management has appreciated our concern and assured to examine our
apprehensions and for an early action in this regard. AIBSNLEA
efforts will continue to ensure holding of CPCs for the promotion for all the
eligible executives before implementation of CPCU CH to provide their
service waitage and financial benefits. Com. GS told that AIBSNLEA
played a big role in vacating the stay on JAO to AO promotion and 2300
promotions took place. In AO to CAO Court case BSNL Management filed the MA
on our persuasion only. Stay order date on catch up Rule of DE to DGM hearing
is 05.09.2018. DE to DGM contempt case date of hearing is 07.09.2018.
AIBSNLEA impledment in AO to CAO case will derail the process. GS
informed that we will pursue the matter of GM (TR) in AP Circle. GS assured
to take up the issue of posting new staff at BRBRAITT. Regarding one day salary
to Kerala calamity, Com. GS informed that we will support the donation of one
day salary to Kerala Calamity. GS explained that the meeting at Jaipur was
extremely necessary due to MV and was held by the approval of President and
CHQ Office Bearers at ND. GS explained that the meeting at Delhi was also
necessary for the issuance of the promotions before 30.06.2018. So it was not
the wasteful expenditure at that time. To have second line leadership, Com.
GS explained that AIBSNLEA have five Asstt. General Secretaries along with 15
CHQ Office Bearers who are leading the organization and they are available to
serve the association as second line leadership if required. Regarding the legal fund
Com. GS told that now the subscription is directly coming to CHQ so that we
have funds but there are so many legal cases AIBSNLEA is fighting. Now Rule
206 has been misinterpreted by the BSNL CO. Thus seprate legal fund is must.
GS assured to take up the matter of Hungama Service with Management. GS
assured to takeup the matter of delayed GPF payment in HP Circle. GS informed
that 28.08.2018 Board Meeting the AD (OL) case will be taken up. Com.
GS assured that on E-2 & E-3 payscales revised proposal has
been again sent to DPE and we will discuss the case with Secy (T). GS assured
that soon our DRs will get the benefits of 7% SAB. GS assured to pursue the matter
of Rs. 22820 pay with CMD BSNL. GS assured to take up the Android mobile
phone matter with Mgmt. For GTI GS told that we are perusing the case. We
will discuss the Death Relief Fund with the Management. GS assured that we
will discuss the case of Special CL but the Majority Association is mounting
the pressure on the Management not to deviate REA Rule-2014. GS assured that
we will discuss the case of special recruitment drive. GS asked Com.
Sukaisema to send the letter of CGM NE-II for tenure problem.GS explained
that Account must be audited from Jan to Dec. GS explained that this
monitoring system is very good for financial excellence. GS informed that
shortly a software is being launched for transparency in the IQ booking
system.GS advised all the Circle Secretaries to start the Circle Websites of
AIBSNLEA, it is needed in the competitive environment . Going through the General

informed that For Diary 2019 the orders have been placed and
diary will be dispatched to the Circles by the begging of Dec., 2018 with

the bottleneck. He stressed for the energy conservation and energy saving for
the BSNL. He requested to fill the SE level posts for the C/E/Arch wings. Com. Narendra
Advisor:- He appreciated the efforts of the GS and CHQ team for the efforts
done for the mega promotions. He requested all to explore the possibilities
to finish the pending DPCs. He mentioned that we should take the initiative
to find out the possibilities to clear the court case. Com. Guruprasad, Advisor
in his address endorsed the view of Com. Narendra and suggested that the stay
is not vacated. AOs drawing CAO scale may be designated as CAO. Com. President explained
the efforts made by GS AIBSNLEA for expediting the CPCs. He told that AO to
CAO DPC cannot be compared with SDE to DE CPC. Com. President told about the
factual position in the AO to CAO DPC. 7800 vacancies are available in SDE
cadre as on date. Com. GS explained about
the status of the standard pay scale, 22820 pay scales to post 2007 and 2008
batch. The matter is pending with Director(HR) for consideration. Com. Karan Singh, Advisor
explained in detail the 206 case and requested to implement the decision of
the court in the matter of 206 case. GS AIBSNLEA described the
procedure for relaxing the affordability clause. AUAB is supporting us in
this mission. We have to peruse it in DoT beurocracy. The fact remains that
other then AIBSNLEA no Union or Association is perusing it in DoT. Inordinate Delay in
settlement of Disciplinary cases- GS AIBSNLEA told that now the pendency is
reduced. He asked for the details of such cases. GS told that the Office
accommodation of BSNL CO was started by the efforts of AIBSNLEA. We have
requested the Management to provide the same facilty to Circle also. GS appealed
all Circle Secretary to peruse with the respective CGM. GS told that the winding
up of assets of all Associations is pending. GS told that we should
discuss the possibility of our own accommodation. CWC suggested not to
have associations accommodation in view of the previous bitter experience in
this regard. Com. GS deliberated about
the scenario after the Membership Verification and requested all the Circle /
District Secretaries to concentrate for enrolling more members in our
association by explaining the efforts of AIBSNLEA in getting 12000 executives
promotions. GS described that
initially the apprehension that the creation of tower subsidy will reduce the
asset of the BSNL and it will fragment BSNL. So AUAB protested it. Only BSNL
Board can decide the CMD of subsidiary company but DoT arbitrarily appointed
an IAS officer as CMD of the subsidiary company. This created the panic. We
protested against that. CMD BSNL also wrote to DoT about the difficulty to
rectification of this appointment process due to strong protest of BSNL’s
Unions & associations. GS described in detail the status of the
subsidiary tower company matter. GS concluded the General
Secretary Report and it was approved by the house. Com. T C Jain FS presented
the audited account, which was adopted by the House with few suggestions. CWC unanimously decided
the continuation of CHQ Office bearers in the present CHQ body even after
their retirement till the next All India Conference as per the provisions of
the constitution of AIBSNLEA. A resolution was moved by
Chennai Telephone Circle in appreciation of the host Circle for making best
boarding and lodging arrangements to the CWC Members for their
comfortable stay which was seconded by Kolkata TD Circle/West
Bengal Telecom Circle, which was unanimously approved by the House. At last
Com. GS & President extended their sincere gratitude and thanks to the
Host Circle Uttrakhand and all the participants for making CWC Dehradun a
grand success and call upon to meet next AIC at VijayaWada. Com. Rajpal

Working Committee meeting at Dehradun on 18th and 19th August 2018. From
Kerala five CWC office bearers including CP and CS booked Air tickets for
active and interactive participation at CWC . But, the very unfortunate cancellation of flights and close down of
Nedumbaserry International Airport due to flood and other natural calamities
, four participants could not attend

Group Term Insurance: GM (Restructuring), BSNL Corporate
Office, New Delhi convened a meeting of Committee along with the representatives
of AIBSNLEA & SNEA to discuss the modalities for launching of Group
Term Insurance (GTI) Scheme for BSNL Executives wherein SBI Life has given
its proposal and after negotiation, finally quoted Rs. 1.42+GST for those
executives having 50 years of age and for above 50 years aged executives,
they have quoted higher rates.

09-08-2019 Congratulations………FR-22(1)a(i) Pay Fixation Case of Offg. JTOs: Hon’ble Supreme Court dismissed the SLP filed by BSNL Corporate Office
against the Hon’ble High Court Kerala judgment regarding FR-22(1)a(i) Pay
fixation case of Offg. JTOs of Kerala Circle. AIBSNLEA had already requested
BSNL Management for implementation of Hon’ble Kerala High Court judgment but
on the basis of legal opinion BSNL filed the SLP in the Hon’ble Supreme
Court. We congratulate our JTO members for their victory. |

07-08-2018 CS , CVP , DP Com.Vijayakumar and DS Com. Binukumar of
Circle office branch met CGMT today and discussed all pending HR issues .
GM(A/HR) was also present all along meeting . Regarding some transfer
requests of our members we requested CGMT Kerala to follow the very
motivating and executive friendly attitude being adopted by Dir(HR) ,
Corporate Office . CGMT is supposed to consider cases requested through
recognised union/associations for having a cordial relation between
management and union/associations as it is well happening with corporate
office. AIBSNLEA always extending uncalled for support to CGMT Kerala Dr.PT
Mathew not with the illusion that CGMT would full fill all our demands but by
admiring his charisma as CEO of Kerala Circle. However , fulfilment of
genuine requests is expected. CGMT
assured to consider our submissions. Reinstating diverted post of Superintending
Engineer ( C ) at BSNL Civil Circle
Calicut : We requested to consider our letter for the same
on 05-07-2018. CGMT assured to look into the matter. Regularize date of promotion of recently promoted
AGM/DEs : After the first Promotion orders on 29-06-2018 BSNL,
corporate office issued promotion orders for the left-out executives. In
these orders it is mentioned that, “promote... in the grade of AGM/DE in
Telecom operations stream in the IDA scale of pay of Rs. 29100-54500/- on
regular basis notionally w.e.f. 29.06.2018” . But, they could join on dates
after release of Circle Office Orders . We requested to release a
clarification note on the date of effect of promotion in line with corporate
office letters. GM(A/HR) responded that a clarification is sought from
corporate office on the date of effect of the Promotions. Forwarding of Rule 8 Mutual Transfer requests of JTOs. After CGMT Meeting we met GM(A/HR) . Regarding Rule 8 Mutual Transfer requests of JTOs ,
we sought the need of forwarding the first page of SB of the JTOs who are requesting mutual transfer that was
not sought so far . We requested to
forward all such cases without hurdles and delay due to the fact that after
release of the pending JTO-SDE promotion orders these transfers may not be
possible . GM replied that it may be
a misinterpretation and informed DGM(HR) to forward all the requests received
so far. We reciprocate with thanks. Later we met DGM(HR) . He assured that
all the pending requests will be forwarded to GM without delay. |

News The decisions taken in the AUAB meeting held on 02.08.2018: A meeting of the All Unions and Associations of BSNL (AUAB) was
held yesterday, the 02-08-2018, at BSNL MS office. The meeting was presided
over by Com.K.Sebastin, GS, SNEA. The meeting was attended by: - BSNLEU: Com.P.Abhimanyu,GS, Com.Balbir Singh, President, Com.Swapan
Chakraborty, Dy.GS and Com.Chellappa, AGS. NFTE: Com.Chandeswar Singh,GS, Com. K.S.Sheshadri, Dy.GS,
Com.A.Rajamouli, Treasurer and Com.K.Natarajan, CS,TN. SNEA: Com.K.Sebastin, GS and Com.A.A.Khan, President. AIBSNLEA: Com.Prahlad Rai GS and Com.S.Sivakumar,

unanimously. (1) The meeting unanimously disagreed with the letter
written by the GS, FNTO and the GS, SEWA BSNL, to the Secretary DOT and CMD BSNL,
withdrawing from the agitation called on by the AUAB, and also informing that
their scanned signatures were used in the notice for the agitation, without
their consent. Further the meeting suggested that, the GS, FNTO and GS,SEWA
BSNL should come to the meeting of AUAB for expressing their views. (2) The meeting reviewed the demonstration held on
11-07-2018, the three day Relay Hunger Strike held from 24th to 26th July
2018, as well as the meeting held between the AUAB and the Hon’ble MoSC(I/C),
on 01-08-2018 and expressed it’s satisfaction. The meeting decided to write
to the Secretary DOT, expressing dissatisfaction that, despite efforts were
taken by the AUAB, to hold a meeting with her, the Secretary DoT, has not met
the AUAB, not even once in the past 5 months. The meeting also decided to
seek a meeting with the Secretary DoT immediately, and decided to give call
for the next phase of agitation, in case the meeting does not materialise. (3) The meeting finalised the text of the letter, addressed
to the CMD, BSNL, demanding implementation of austerity measures for the top
officers of the company. (4) The meeting finalised the text of the letter, addressed
to CMD, BSNL, demanding implementation of 30% Superannuation benefits to the
Directly Recruited employees within a time frame. It was also decided that,
if no positive result comes, then this demand should be placed in the charter
of demands for the next phase of the struggle. (5) The meeting decided to write letters to the CMD BSNL,
against purchasing obsolete and unnecessary equipments, against the
indiscreet engagement of retired officers as consultants and against the huge
expenditure being incurred for AMCs. The meeting decided to demand a meeting
with CMD BSNL on these issues, in the presence of other Directors. (6) As regards, the decision of the AUAB to
launch the movement of ‘BSNL at your door steps’, it was decided to suggest
to the CMD BSNL, for holding an inaugural function at the Corporate office,
Circle and SSA levels, jointly by the Management and the AUAB. (7) It was decided to write a letter to the CMD BSNL,
demanding to immediately arrange a meeting between AUAB and the Secretary
DoT. (8) Next meeting of AUAB will be held at 15:00 hrs. on
23-08-2018 at BSNL MS Office to review the progress on various demands and to
decide future course of action. |

Shri. Sivasankaran Nair DGM(F) Kottayam BA to Ernakulam BA. Regularisation of JAO 2012 batch with unlawful
probation tag: The case was appraised in detail to PGM from the
beginning of time line. He shared feeling of the 2012 batch of JAOs who have
been facing many unlucky twist and turns in their career. They are posted on
Merit as JAO …. They are Posted against available vacancies …. Their
regularisation will not leak any paise
of BSNL … …But they are not regularised yet … After patient listening the events for about half an hour
he replied that he alone cannot untwist the case but he assured that when the
file reaches his table he will do all the possible helps within the four
walls of law . He further suggested to discuss the matter with all the
concerned for a speedy positive outcome. Need of Individual Marketing : PGMF shared his stress and pain in finding funds for
the day to day needs of Kerala Circle . He emphasised the need of individual

News AUAB meets Shri Manoj Sinha, Hon'ble MoSC(I/C) in
the Parliament House:The
representatives of the All Unions and Associations of BSNL met Shri Manoj
Sinha, Hon'ble MoSC(I/C) in the Parliament House today. Shri M.B. Rajesh, MP,
Kerala, has taken the initiative to arrange the meeting between the AUAB and
the Hon'ble MoSC(I/C), and he was also present during the discussion. The AUAB leaders who participated in today's meeting
are Com.P.Abhimanyu, GS, BSNLEU, Com.Sheshadri, Dy.GS, NFTE BSNL, Com.Prahlad
Rai, GS, AIBSNLEA, Com.K.Sebastin,
GS, SNEA, Com.Ravi Shil Verma, GS, AIGETOA, Com.Suresh Kumar, GS,
BSNL MS, Com. S.D. Sharma, GS, ATM BSNL and Com.J. Vijaya Kumar, Dy.GS, TEPU. The AUAB leaders expressed their serious concern
against the non-implementation of the assurances given by Hon'ble MoSC(I/C),
in the meeting held on 24.02.2018, with the representatives of AUAB. They
further pointed out that, during the last five months, not even a single
meeting has been granted by the Hon'ble MoSC(I/C) and the Secretary (T), to
discuss about the implementation of the assurances. 1) Assurance
was given by Hon'ble MoSC(I/C), to get the affordability clause of 3rd PRC
relaxed, w.r.t. BSNL. However, the DoT has not started the preparation of the
Cabinet Note for getting the affordability clause of the 3rd PRC
relaxed for BSNL. 2) Direction was given by Hon'ble MoSC(IC) to the
Secretary(T), to take action for collecting pension contribution from BSNL on
actual basic pay, as per the government order, instead of the maximum of the
pay scale. DoT has not taken any action in this regard till date. 3) Hon'ble MoSC(I/C) directed the Secretary, Telecom,
in the meeting held on 24.02.2018, to take necessary action for revision of
pension of BSNL Pensioners. No action has been taken so far. 4) Hon'ble MoSC(I/C) gave assurance in the meeting held
on 24.02.2018, for allocation of 4G Spectrum to BSNL, but so far same is not
allotted to BSNL. After discussion on the above issues, the Hon'ble
MoSC(I/C) stated that the issue of 4G Spectrum allocation is in the hands of
the government, and that it would be done shortly. Regarding pay revision,
pension contribution on actual basic pay and revision of pension of BSNL
Pensioners, the Hon'ble MoSC(I/C) assured that he would discuss all these
issues with the Secretary, Telecom, on 3rd August, 2018. Hon'ble MoSC(I/C) further stated that the employees
should earn revenue for BSNL, in addition to raising the demands. The AUAB
leaders replied that they are giving tough competition to Reliance JIO, who
is providing services based on predatory pricing. Shri M.B. Rajesh, MP,
