Congrats JTO DR Candidates for VY 2016-17...
Phase-I training for the first batch of 30 DR – JTO candidates starts on 30-10-2017 at RTTC Hyderabad . Training schedule for the remaining candidates will be started subsequently without delay. We extended sincere thanks to GM (A/HR) , Kerala Circle for the efforts taken in this regard and requested to get the training schedules for the remaining candidates also without delay. He assured to look into the matter very positively.

CS writes to PGM-F for the declaration of result of the JAO candidates due to declining of candidates to join as JAO ,in the LICE for promotion from Group 'C' to the grade of JAO under 40% quota held on 17/07/2016 . CS, and CVP met GM (HR&Admin) Shri Robin Poddar today morning at 11.30 AM and discussed all the pending HR issues and some of the HR issues discussed follows.
Posting of JTOs under training to parent BA as assured by the earlier GM(HR&Admin) Shri. Sanjay Kumar
We reminded the assurance given by the predecessor GM(HR&Admin) Shri. Sajay Kumar to this association on the posting of the JTO candidates to parent BAs. GM(HR&Admin) assured that whatever assurance his predecessor tendered to AIBSNLEA will be honoured and further assured that all the ladies candidates will be posted to parent BAs as assured and gents will also be posted to parent BAs at the maximum possible extent.
Phase-I training of all JTO trainees against VY 2015-16 from RTTC Trivandrum:
Shri Robin Poddar appreciate our concern and commented that he is also of the view that minimum disturbance only would be there to any employee either for training or for posting/ any other matter . 88 candidates are marked for RTTC Trivandrum and 30 candidates are marked for Indoor . Some lady comrades undergoing training at Indore like Com.Maneesha , Com. Vidya etc deserve compassionate consideration for their phase-I training at Trivandrum.
GM(HR&Admin) suggested that on 5/09/2017 one more round of talk we can have with RTTC Trivandrum and with AIBSNLEA . So, we hope that on 05/09/2017 ( Tuesday ) a final picture will be evolved regarding Phase-I training of JTO candidates against VY 2015-16 .
Phase-I training of DR JTOs:
AIBSNLEA expressed our discontent in the slow pace of circle office in sending all the training schedule requests to BRBRAITT Jabalpur. Apparently Jabalpur is also having the feel that Kerala Circle is the last Circle sending training request . We further requested to explore the reason for the shameful delay. GM was very much positive in listening the grievance and assured to look into the matter without delay.
Only 280 DR JTO candidates reported to Kerala Circle out of 407 vacancies. The first request to BRBRAITT for training from Kerala Circle has been send on 18/08/2017 ( It is quite laughable to watch another association’s write up on their site on 21/08/2017 with a letter dated 19/8/17 requesting circle office for sending request of training schedule to BRBRAITT ) . This request letter of circle office on 18/08/2017 was replied by BRBRAITT that this cannot be considered now as most of the training centres are filled with LICE JTO training . On this association request again on 28/08/2017 another request letter has been send from Kerala Circle to BRBRAITT seeking training schedule for DR JTO candidates from any of the free training centres. Replay for this letter is expected shortly.

GS met CMD BSNL and discussed regarding implementation of 3rdPRC with 15% fitment benefit in BSNL. We explained him that there are some rumors that BSNL management is delaying the approval of BSNL Board and may propose 0% fitment benefit on 3rd PRC implementation. CMD BSNL clarified that the committee has prepared the report and shortly proposal will be put up to the BSNL Management committee and thereafter to the BSNL Board for its approval. CMD assured to recommend 3rd PRC implementation in BSNL with 15% fitment benefit only and he will make sincere efforts to get approved from DOT. He further mentioned that at this juncture we all should concentrate to increase the revenue of BSNL to get the positive result from DOT in this regard.

We would like to record our profount appreciation on your allout efforts in elevating kerala circle to further heights of performance.
Kindly recall the meeting you have consented on 13-07-2017 to this association wherein for your kind consideration we had submitted the request of rotational transfer of executives in the sensitive post in Circle Office for improving the efficacy of circle office . However, so far, no action has been initiated in this regard. Apparently some sort of undesirable delay in office activities are being incurred in few departments of circle office and it may be defeated through the practice of rotational transfer of executives in sensitive posts at circle office .
Hence, we request your sagacity to consider the request to boost up the performance of circle office too.

BSNL Management continuing its vindictive actions against the General Secretaries of Executives Associations for organizing organizational actions. Initially in the month of Jan., 2017, BSNL Management issued Memorandum (SHOW CAUSE Notice) to the General Secretaries of AIBSNLEA, AIGETOA & AITEEA for organizing two days dharna on 27th & 28thDec., 2016 under the banner of United Forum of BSNL Executives Associations.
Later on, in the month of May, 2017, the GS of AIGETOA & now in August, 2017, the GS SNEA have been served major penalty charge sheet for organizing Trade Union Activities in the month of April, 2017, May, 2017 & July, 2017 as understood from BSNLEU CHQ Website. AIBSNLEA strongly condemns such vindictive actions.
26-08-2017 30% Superannuation benefit to the BSNL recruited employees:
Dy. GM(Estt.), BSNL Corporate Office had discussions with our GS, CHQ President in the last week regarding 2% increase in the BSNL’s contribution from 3% in the superannuation benefit wherein Com. GS firmly demanded that BSNL Management should contribute 12% towards deficit of 30% superannuation benefit. However, we did not oppose the increase of 2% at this moment. AIBSNLEA will continue its efforts for 12% contribution from BSNL. Dy. GM(Estt) assured to submit our views to CMD, BSNL and Director(HR), BSNL Board in this regard.
AIBSNLEA earlier achieved 3% contribution against 30% superannuation benefits to BSNL recruited employees during the struggle of United Forum of BSNL Executives Associations comprising AIBSNLEA & AIGETOA in the month of May, 2016 thereafter, continuously making sincere efforts to increase this 3% to 12% wherein BSNL Management is now considering further to increase 2% but we demand to compensate the deficit of 12% contribution towards 30% superannuation benefit to BSNL recruited employees.

AIBSNLEA Kerala writes to CGMT & PGM-F Kerala for the immediate intervention in the messy situation in BSNL on the cash inflow due to the GST issue.
Respected Sir ,
Sub : Immediate action on the messy situation in the cash inflow to BSNL due to GST issue reg.
The E-stappled (ES) bills of our esteemed high end customers are not issued for making payment yet by BSNL . The scheduled bill date is 8th of every month and bills are being issued promptly until June'17. It is quite unfortunate that even after the 54th day of GST implementation, we could not generate the bills for ES customers in the name of GST .
In Kerala around 300 major institutions are enrolled under E-stapling. All these customers used to pay in the same month against by hand delivery of the bills. Since they have to complete their internal procedures to make bill payment , this month cash inflow to BSNL will be delayed further especially on the ground that even bills are not ready . While BSNL higher offices are pressuring BAs for immediate cash in flow , this time cash inflow would be difficult due to the non happening of bill outflow . Though the provisional bills are generated, it is not capable for taking payment in the CSC counter due to GST restrictions that advance exceeding Rs. 999 will not be accepted by the system.
Post-paid mobile customers while on roaming may cross their threshold limit. Then provisional bill will be generated by the system and if it is not paid immediately, the mobile number will be disconnected to further usage. Regarding this , individual E-mail and message are being sent to the customer by AO TRs.
It is reported that the customers are sent back from CSCs without accepting the payment and it may result in disconnection of the numbers . Hence , Your good office is requested to address and take up the vital issue to a fruitful solution without delay.

GS, President, FS and AGS (F) met CMD & Dir (HR/Fin) BSNL and felicitated them on behalf of CWC meet Trivandrum held on 11th and 12th August 2017.CMD BSNL addressed the Open Session on CWC through Video Conferencing which motivated and encourage the members. CMD BSNL could not attend the open session of CWC due to his sudden and an essential meeting with Hon’ble MOSC (I/C). We extended our sincere gratitude and thanks for his inspiring speech through video conferencing.
Smt. Sujata T. Ray, Director (HR), BSNL Board has sent a message to CWC of AIBSNLEA conveying her best wishes for its grand success. In her message Director (HR) has categorically mentioned that "With your valued contribution and efforts company has been back on the path of recovery. As regards the Pay Revision on the basis of 3rd PRC, CMD has assured that Management will take all sincere efforts to make it happen for our company. I take this opportunity to call upon you all the forger differences among ourselves and work in harmony. CS , CVP and DS TVM met GM(A/HR) and discussed the following.
1) Posting of JTOs to the parent BAs: We have requested to post all the JTO trainees who are completing training on 01-09-2017 to their parent BAs since sufficient JTO vacancies are available with every BA . GM assured to look into the matter favourably.
2) Pending declaration of results for JTO candidates for VY 2015-16 : We mentioned that these declaration could also have been done in such a way that everyone may be trained together. He replied that the delay happened only due to court case and it is under process.
3) Posting of Com. Arun G , working at RTTC as JE instructor and currently JTO Trainee, to RTTC Trivandrum as faculty : Com. Arun , being a very good faculty member of RTTC with positive attitude , we requested his posting to RTTC Trivandrum as JTO instructor would be an asset to the training centre . GM replied that CGMT Kerala is of the opinion that all the JTOs are to be posted in field units instead of offices/RTTC . However , GM assured to look into the matter positively on our request due to the JTO shortage at RTTC and so many JTO batches both LICE and DRs are in the pipe to complete training.
4) Transfer of Com. Geetha JTO to Palakkad : The long pending and very compassionate case of the officer is presented to GM and he assured to look into the matter without delay.
5) Training of 280 JTO DR candidate: We requested to start training of these 280 JTO candidates recruited for Kerala circle from various circles . We also submitted that they may be send to any other training centres in addition to RTTC Trivandrum for an early completion of training. GM replied that the training schedule for these candidates are requested to BRBRAITT Jabalpur and reply expected in next week .

Message from Smt. Sujata T. Ray, Director (HR), BSNL Board to CWC AIBSNLEA
CPSU Cadre hierarchy implementation in BSNL
In the meeting held with PGM (Pers.) on 17.08.2017, it was informed that the draft proposal on CPSU cadre hierarchy was discussed with CMD BSNL in the presence of Director (HR) wherein CMD BSNL has advised to make the provisions of time bound promotions on functional basis up to DE level and post based promotions JAG onwards. Accordingly, the draft proposal will now be modified. As reported earlier by AIBSNLEA that PGM (Pers.) in consultation with the so called majority association diluted the CPSU cadre hierarchy proposal by limiting time bound promotions up to the level of SDE/AO on functional basis and DE/CAO onwards level, post based promotions only. AIBSNLEA opposed this proposal to PGM (Pers.), Director (HR) and CMD BSNL and demanded to implement Khan Committee report in “True Spirit”. CMD BSNL appreciated our concern and now after PGM (Pers.)’s presentation, he directed PGM (Pers.) to modify the proposal up to STS level non-post based time bound promotions.
The so called majority association is now congratulating for a major breakthrough whereas they tried to sabotage the Khan Committee report by limiting non-post based promotions up to SDE level. AIBSNLEA’s timely efforts only could stop the ulterior motive of the so called majority association sabotaging the Khan Committee report. AIBSNLEA will ensure true implementation of the Khan Committee report of CPSU cadre hierarchy. PGM (Pers.) also mentioned that CMD BSNL has desired to fill-up all vacant posts of Gr. A and Gr. B before implementation of CPSU Cadre Hierarchy. AIBSNLEA is also demanding this only.
Inauguration of “BSNL Mobil & Wallet” by Shri Manoj Sinha Ji, Hon’ble MOSC (I/C):
Hon’ble MoSC (I/C) Shri Manoh Sinha Ji inaugurated the BSNL Mobil & Wallet of BSNL and Mobikwik yesterday on 17.08.2017 wherein CMD, BSNL in his address apprised the benefit of “BSNL MOBILE WALLET” to the users and to encourage cashless transactions as the part of digital India. CMD BSNL also informed in the presence of Hon’ble MoSC (I/C) regarding 3rd PRC implementation in BSNL that Hon’ble MoSC (I/C) is in favour or 3rd PRC implementation in BSNL and mostly, we will get good news in this regard. CMD BSNL, while addressing the open session of AIBSNLEA CWC meet at Trivandrum held on 11.08.2017 through video conferencing, also assured for Pay revision of BSNL employees. Hon’ble MoSC (I/C) in his speech neither denounce the announcement of CMD BSNL nor gave any assurance immediately.
